Randy Newlon, Finance Director and Mr. Bill Blend, Principal CPA of Moore, <br />Stephens, Lovelace, P.A., the City External Auditor, presented the Comprehensive Annual Financial Report <br />(CAFR) for Fiscal Year ending September 30, 2010. Mr. Blend stated his firm rendered an unqualified <br />opinion that the City's financial statements for the Fiscal Year ending September 30, 2010 were inconformity <br />with generally accepted accounting principles (GAAP) and were flee ofmaterial mis-statements. A copy of the <br />presentation is attached to and made a part of these minutes. <br />Budget Impact: This item has no impact to the City Budget. <br />Recommendation: The City Manager and the Finance Director recommended approval of Resolution 11- <br />2241. <br />MOTION: Commissioner Hufford moved to approve Resolution 11-2241, as presented. <br />Motion was seconded by Commissioner Solomon. Motion carried unanimously <br />by voice vote 5 - 0. <br />1 'I' E T'E <br />A. 295 Lyman Road - Recycling Center Variance and Special Exception Appeal <br />Staff Presentation: Ms. Barbara Lipscomb, City Manager, distributed a draft letter and staff report opposing <br />the variance and special exception appeals for the property located at 295 Lyman Road, which is adjacent to <br />the city limits of Casselberly. Discussion ensued regarding the variance and special exception appeal, the <br />findings of the staff report and complaints received by city residents in the area. A copy of the draft letter and <br />staff report is attached to and made a part of these minutes. <br />Budget Impact: This item has no impact on the City Budget. <br />Recommendation: The City Manager recommended approval of transmittal of a letter to the Seminole <br />County Board of County Commissioners stating the City Commission does not suppol•t the variance and <br />special exception appeals for the property located at 295 Lyman Road. <br />CONSENSUS: Commission consensus was to send the letter to the Seminole County Board of County <br />Commissioners stating the City Commission does not support the variance and special exception <br />appeals for the property located at 295 Lyman Road, as presented. <br />13.
