Management was contacted and they requested that a <br />permanent pedestrian access closure not be placed on Bluebell Drive. <br /> <br />Audience Input: The following individuals came forward to address the Bluebell Drive Residents' appeal <br />of a fence opening at Bluebell Drive: <br /> <br />I) Ms. Deborah Dalagelis, 1041 Bluebell Drive, came forward and stated she and her mother <br />own 1041 and 1043 Bluebell Drive. Ms. Dalagelis voiced concerns regarding the original <br />site plan requirements for the apartment complex, the increased and ongoing criminal <br />activity in her neighborhood, and requested that the pedestrian access be permanently closed <br />between the apartment complex and Bluebell Drive, Camelia Drive and Wingo Drive. <br /> <br />2) Ms. Lynn Wilson, 1039 Bluebell Drive, voiced concerns regarding the criminal activity <br />in her neighborhood, and the impacts that the pedestrian access has had on her <br />neighborhood, and requested that the pedestrian access be permanently closed between the <br />apartment complex and Bluebell Drive, Camelia Drive, and Wingo Drive. <br /> <br />3) Mr. David Dalplay, 1046 Bluebell Drive, voiced concerns regarding the original site plan <br />requirements, the impacts that the pedestrian access has had on his neighborhood, including <br />criminal activity. Mr. Dalplay requested that the pedestrian access be permanently closed <br />between the apartment complex and Bluebell Drive, Camelia Drive, and Wingo Drive. <br /> <br />4) Mr. Terry School, 389 North Winter Park Drive, voiced concerns regarding the impacts <br />the pedestrian access has had on his neighborhood, especially increased criminal activity. <br />Mr. School requested that the pedestrian access be permanently closed. <br /> <br />5) Ms. Leslie Yates, 241 Lake Griffin Circle, voiced concerns regarding the reported <br />neighborhood impacts and criminal activity and stated she supported the permanent closure <br />of the pedestrian access. <br /> <br />No one else came forward to address this matter. <br /> <br />MOTION: <br /> <br />Commissioner Doerner moved to approve the appeal <br />of the Bluebell Drive residents regarding the City <br />Commission's on December 8, 2008 that allowed an <br />opening in the fence at the end of Bluebell Drive <br />enabling pedestrian traffic to and from Castlewood <br />Apartments. Motion was seconded by Commissioner <br />Solomon. <br /> <br />DISCUSSION: <br /> <br />Discussion ensued regarding the reported criminal activity in the neighborhood, the <br />bicycle path master plan, and the original site plan requirements. It was clarified <br />that the original site plan did not require to have a fence along the subject area. It <br />was further clarified that the emergency gate was a requirement of the original site <br />plan. The City Attorney noted that since a fence is not required for the site plan, <br />
