All were present. <br /> <br />5. MINUTES <br /> <br />A. Minutes of August 10, 2009 Regular Meeting <br /> <br />MOTION: <br /> <br />Commissioner Solomon moved to approve the minutes of the August 10, 2009 <br />Regular meeting as presented. Motion was seconded by Vice Mayor Hufford. <br />Motion carried unanimously by voice vote. <br /> <br />6. PRESENTATIONS/COMMENDATIONS <br /> <br />A. PRESENTATION - "LOCK BOX" PROGRAM <br /> <br />A presentation on the City's "Lock Box" program was given by Ms. Teri McDonald, Community Service <br />Officer. A copy of the presentation is attached to and made a part of these minutes. <br /> <br />B. PRESENTATION - THE CODE ENFORCEMENT PROCESS <br /> <br />A presentation on the process for enforcement of the City code was given by Deputy Police Chief Bill McNeil. <br />A copy of the presentation is attached to and made a part of these minutes. <br /> <br />7. CITIZENS' COMMENTS <br /> <br />Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. The following individuals came forward: <br /> <br />1) Mr. Hank Lander, 445 Surrey Run, stated he was speaking on behalf of Congregation Bet Chaim, and <br />voiced concerns regarding the conceptual drawing of a park for the property recently purchased on Seminola <br />Boulevard which is adjacent to the temple property. Mr. Lander stated the conceptual drawing depicted a <br />walking path would be placed along the property line without a sufficient buffer, and requested that an <br />adequate buffer be placed between any path and the temple property. Mr. Lander further requested that if the <br />City proceeds with development of a park in that location, that bathroom facilities be provided. <br /> <br />2) Mr. John Casselberry, 700 South Lost Lake Lane, voiced concerns regarding Consent Agenda items, C, F, <br />G and H. Mr. Casselberry reiterated his concerns regarding the City relinquishing utility interests to another <br />government entity. <br />
