<br />CASSELBERRY CITY COMMISSION <br />Minutes of March 9, 2009 - W orl<shop <br />Page 2 of 2 <br /> <br />· Members ofthe City Commission do not leave the dais priOl'to the meeting being officially adjourned, <br />and to be respectful to fellow Commissioners by not turning their back to the collective body during <br />meetings unless listening or viewing a presentation in another direction. <br />· Members of the City Commission will sign copies of the Code of Boardman ship prior to each meeting <br />and workshop and passed to the City Clerk during roll call. <br />e In the event that a Commissioner violated one of the conduct policies, the Mayor may interrupt the <br />discussion immediately or another Commissioner may call a point of order. The first time, the Mayor <br />may offer a warning and let the Commissioner continue discussion, and then the second time the <br />Mayor may take a vote of the majority ruling of the Commission that the Commissioner in violation <br />not be allowed to speak on the issue. <br />· The Mayor will be requesting a motion to adjourn workshops five to ten minutes prior to the stali of <br />the regular meeting of the City Commission, in order for that meeting to stati on time. <br /> <br />Discussion ensued regarding the Mayor's suggested preventative measures. Commissioner Solomon stated she <br />felt the conduct rules already in place have been very helpful and was in favor of the Mayor's suggestions. <br />Commissioner Miller, Commissioner Doerner and Vice Mayor Hufford did not think there should be a time <br />limit on discussion but were in agreement of having a consistent formal process. Commissioner Miller, <br />Commissioner Doerner and Vice Mayor Hufford stated they did not feel it was necessaty for the City <br />Commission Members to sign the Code of Boardmanship prior to each meeting. There was unanimous <br />consensus regardingthe suggested phased enforcement mechanisms and adjourning workshops scheduled prior <br />to regular meetings five to ten minutes prior to the stati of the regular meeting. Mutual respect for differing <br />opinions was also discussed, and apologies were exchanged between Commissioner Miller, Commissioner <br />Doerner and Vice Mayor Hufford for any behavi9r or comments that may been taken as offensive by any <br />member in the past. Fmiher discussionwas held regarding time management of workshops, and it was agreed <br />that celiain subject matters may require more additional time with the options being an earlier starting time, <br />having multiple workshops on the subject matter, or holding the workshop on a separate date from the regular <br />meeting. Commissioner Doerner stated her employment would constrain her from being able to attend <br />workshops held earlier than 6:00 p.m. Mayor Glancy stated the Commission will address which option to take <br />on a case by case basis. <br /> <br />III. ADJOURNMENT <br /> <br />MOTION: <br /> <br />Commissioner Miller moved to adjourn the worliShop. <br />Motion was seconded by Vice Mayor Hufford.
