Full Rental Property Inspection Program - Inspections (occupied/unoccupied) and necessary re- <br />inspections; fully funded with revenues from the propeliy owner. <br />2. Rental Property Registration Program - Used as a revenue generator and providing a point of contact <br />on each property. <br />3. No Rental Propeliy Registration or Inspections- Most Central Florida cities do not have this program. <br /> <br />Commissioner Solomon stated she was in favor of the third option, to not pursue a rental propeliy registration <br />or inspection program at this time. Commissioner Solomon stated she felt such a program might deter future <br />annexations. <br /> <br />Mayor Glancy stated she felt option two, a rental property registration program, would be beneficial for code <br />enforcement, but was not in favor of an inspection program, further stating that the program would be too <br />expensive to run, and the same goals could be achieved through code enforcement of existing codes and the <br />Police for criminal issues. <br /> <br />Commissioner Doerner spoke in favor of the first option, a full rental property inspection program. <br />Commissioner Doerner stated she did not think the City's current code enforcement activities were sufficient, <br />and cited several interior health and safety hazards she has personally observed in rental homes in the City. <br />Commissioner Doerner further stated that the proposed rental propeliy ordinance would not solve all of the <br />interior health and safety issues, or the exterior aesthetic issues in the community, but felt it was an option to <br />move toward the goal of neighborhood revitalization. <br /> <br />Vice Mayor Hufford stated she thought all the Commission mem bel'S made valid points. Vice Mayor Hufford <br />fmiher stated she was not sure if this was the correct time to implement a rental property inspection program <br />and felt the focus should be on development of an effective neighborhood revital ization program for the City <br />which was more comprehensive than just focusing on rental properties. <br /> <br />III.
