"POLLUTION CONTROL FACILITY." See "Wastewater Treatment Plant". <br />"PRETREATMENT" or "TREATMENT." The reduction of the amount of pollutants, <br />the elimination of pollutants, or the alteration of the nature of pollutant <br />properties in wastewater to a less harmful state prior to or in lieu of <br />discharging or otherwise introducing such pollutants into a POTW. The <br />reduction or alteration can be obtained by physical, chemical or biological <br />processes, process changes, or other means, except as prohibited by 40 CFR <br />Section 403.6(d). <br />"PRETREATMENT REQUIREMENTS." Any substantive or procedural requirement <br />related to pretreatment, other than a National Categorical Pretreatment <br />Standard imposed on an industrial user. <br />"PRETREATMENT STANDARDS." For any specified pollutant, the City's <br />prohibitive discharge standards as set forth in this Chapter, the State of <br />Florida's pretreatment standards, or the National Categorical Pretreatment <br />Standards, whichever standard is the most stringent. <br />"PRIVATE SEWAGE DISPOSAL SYSTEM." A watertight receptacle which receives <br />the discharge of a sewage system or part thereof; and is designed and <br />constructed so as to separate solids from the liquid, digest organic matter <br />through a period of detention, and allow the liquids to discharge into the soil <br />outside of the tank through a system of open-joint or perforated piping, or <br />disposal pit. <br />"PRIVATE SEWAGE TREATMENT AND DISPOSAL SYSTEM." Any means of treating, <br />purification, and disposal of sanitary waste, excluding septic tanks, which has <br />been permitted by the city, county, and state for the purpose of serving an <br />individual building or establishment. <br />"PRIVY." Any surface closet with underground vault or cavity used for the <br />deposit of human exreta. <br />"PROPERLY SHREDDED GARBAGE." The wastes from the preparation, cooking, and <br />dispensing of food that have been shredded to such a degree that all particles <br />will be carried freely under the flow conditions normally prevailing in public <br />sewers, with no particles greater than one-half inch in any dimension. <br />"PUBLICLY OWNED TREATMENT WORKS (POTW)." (Same as "Sewerage System") A <br />treatment works as defined by Section 212 of the Act (33 U.S.C. 1292), which is <br />owned or operated in this instance by the City. This definition includes any <br />public sewers that convey wastewater to the POTW treatment plant. For the <br />purposes of this Article, "POTW" shall also include any sewers that convey <br />wastewaters to the POTW from persons outside the City who are, by contract or <br />agreement with the city, users of the city's POTW. <br />8 <br />
