ORDINANCE N0. 674 <br />AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, <br />AMENDING, MODIFYING, AND SUPPLEMENTING CHAPTER 50, <br />SEWER SECTION, OF THE CITY CODE REGULATING <br />CONTRIBUTIONS TO THE PUBLIC SEWERAGE SYSTEM; FIXING <br />SEWERAGE RATES, SURCHARGES, STABILIZATION FEES, AND <br />DEPOSITS; AUTHORIZING INSTALLATION OF ALL METERS; <br />REGULATING THE DISCHARGE OF SEWERAGE BY ALL USERS; <br />ESTABLISHING BILLING AND COLLECTION PROCEDURES; <br />AUTHORIZING AND CONTROLLING EXTRATERRITORIAL <br />EXTENSIONS; ESTABLISHING PRETREATMENT STANDARDS AND <br />INDUSTRIAL USERS; ESTABLISHING AND AUTHORIZING <br />ADMINISTRATIONS AND ENFORCEMENT; AUTHORIZING SUSPENSION <br />OF SERVICE; PROVIDING FOR PENALTIES, CONCURRENT <br />REMEDIES, CODIFICATION, CONFLICTS, SEVERABILITY AND <br />EFFECTIVE DATE. <br />WHEREAS, the City has authorized a study of conditions, practices, and <br />procedures presently implemented regarding the City sewer system; and <br />WHEREAS, changing conditions and regulatory modifications necessitate <br />the amending, modifying, and supplementing of the sewer section of the Code; <br />and <br />WHEREAS, treatment practices and costs, pollutant influences, and <br />noncompliance remedies are a continuing concern of the City; and <br />WHEREAS, the handling and treatment of waste has become a major task <br />for the City; and <br />WHEREAS, the City desires to fulfill its health, safety, and welfare <br />responsibilities to each of its citizens and other affected .citizens through an <br />update of the City Code. <br />
