Community Redevelopment Agency <br />October 8, 2010 <br />Page 3 <br />Mr. Martin stated that the developer's attorney and the City Attorney are reviewing the documents for the <br />Letter of Intent/Contractfnr the development of the 15 acre parcel. <br />Mr, Hank Lander, 445 Surrey Run, Casselberry, Florida came forward. Mr. Lander said that reality is that <br />development does not create opportunities like this but stand in the way of private development. Mr. Lander felt that <br />the City has been standing in the way of private development. He said that Mr. Rubin has made several offers to sell <br />his property to the City or he would purchase the City's parcels. He said that Mr. Rubin is ready to develop the <br />property and the City should accept his offer of $250,000 and let private development do what they are supposed to <br />do. <br />A lengthy discussion ensued regarding Mr. Rubin's offer to purchase the City's parcels, the purchase price <br />for Mr. Rubin's parcel and the appraised value of the parcels. <br />Commissioner Jon Miller, 693 Queen Mary Place, Maitland, Florida came forward. Commissioner Miller <br />said that the CRA should consider the square footage that it could be sold for and also factor in any remediation <br />costs and costs to prepare the land to get it up to speed when the property is sold. He said that the City may be <br />willing to take less money for the parcels because it would cost the City more the longer the property is for sale. <br />Mr. Lander expressed concerns with the removal of the two underground tanks on Parcel One and felt that <br />was an environmental circumstance. Ms, Lynch stated that the City has a Brownfield Grant that would be used to <br />assess the properties to determine if the tanks need to be removed. Ms. Lynch stated that the Brownfield Grant <br />could also cover the cost for the removal of the tanks, Ms. Lynch gave a brief summary of the procedures required to <br />administer the Brownfield Grant. <br />It was the consensuses of the Board to have Mr. Rubin submit an offer to purchase for the CRA's parcels. <br />The Board requested staff research the stormwater issues and report back to the Board. A brief discussion ensued <br />regarding the stormwater on the Target outparcel and the adjacent parcels. <br />Sixth Item of Business: Just Blaze Barbershop ~~ Appeal of CRA Mandatory ®esign Standards for Signage <br />Colors. <br />Ms, Sandra Smith, Chief Planner, reviewed staffs memo dated October 1, 2010 (a copy is on file in the <br />Community Development Department).
