Community Redevelopment Agency <br />November 12, 2010 <br />Page 3 <br />A general discussion ensued regarding the environmental testing on the City Center and Concord Center <br />sites. Ms. Lynch stated that the Brownfield Grant would cover the cost of a Phase 1 Assessment and if necessary a <br />Phase 2 Assessment. <br />Mr. Martin stated that the City is discussing development with Chef Keogh for the Concord Center site and <br />Robbins Development Partners Group for the City Center site. He said staff is in the contract negotiation stage with <br />the Robbins Development Partners Group <br />Sixth Item of Business: Taco Bell -Facade Approval <br />Mr. Eric Raasch, Planner 1, reviewed staffs memo dated November 5, 2010 to the Community <br />Redevelopment Agency (a copy is on file in the Community Development Department). Mr. Raasch said Staff <br />recommends approval of the request, as the colors conform to the Community Redevelopment District (CRD) color <br />requirements. He said if the Community Redevelopment Agency approves the facade design for the property located <br />at 4460 South US Highway 17-92, the approval would be based upon the findings of fact and conclusions of the staff <br />report dated November 5, 2010 and the following conditions: <br />1. The applicant must obtain a building permit for the facade improvements prior to construction, or the <br />CRA approval is null and void. <br />2. The applicant must submit a revised rendering that includes screening for the roof-mounted mechanical <br />equipment. <br />3. A separate permit is required for all signage. Signage must conform to the copy area requirements as <br />outlined in the Unified Land Development Regulations or the CRA approval is null and void, <br />4. Any proposed menu boards must conform to the CRD color requirements. <br />5. Any new copy area that does not conform to the CRD color requirements will require additional CRA <br />review. <br />6. All of the above conditions shall be fully and faithfully executed or <br />A brief discussion ensued regarding the screening of the mechanical equipment, the color of the menu <br />board and the estimated cost of the improvements. Mr. McGregor asked for a motion. Mr. Ritchie made a motion to <br />approve the facade design for Taco Bell as presented. Mr. Jones seconded the motion.
