A general discussion ensued regarding the projected <br />Tax Increment Funding (TIF) for the next fiscal year. <br />Fourth Item of Business: Continued ®iscussion on 2010/2011 Proposed CRA Budget <br />Mr. Martin stated that the Board approved the 2010/2011 Proposed Budget at the last meeting but <br />requested further discussion at the next meeting. Mr. Martin reviewed the 2010/2011 Proposed CRA <br />Budget (a copy is on file in the Community Development Department). Mr. Martin said he would like to team <br />up with Seminole County for the redevelopment along State Road 436 and US Highway 17/92. He said <br />there are a lot of dynamics driving that change in that area in the next five to ten years such as Sun Rail, the <br />location of the commuter rail station in Altamonte Springs and the proposed flyover at State Road 436/US <br />Highway 17/92. Mr. Martin felt that the proposed flyover project is freezing the investment in that portion of <br />the Community Redevelopment District. <br />Mr. Martin stated that Wal-Mart has announced that construction would be delayed for another two <br />years and they are reevaluating the project. Mr. Martin felt that they may not proceed with the construction <br />on that site. Mr. Martin stated that the flyover will impact the retail establishments in the Casselberry <br />Exchange Shopping Center. <br />Mr. Martin felt that a major vision and master plan is needed that addresses the future <br />development of properties located in the City and Fern Park. He said a vision can drive the redevelopment. <br />Mr. Martin said he envisions a partnership with the City and Seminole County with the City driving the retook <br />at the area. He said that funds from the professional services line item could be used to conduct a study of <br />the area. Mr. Martin explained that the study would be conducted in two phases. The first phase would be <br />the initial scope for market feasibility and preliminary data collection and the second phase would be the <br />development of alternative visions. <br />A lengthy discussion ensued regarding the development of a sports facility in the City, the <br />proposed State Road 436/US Highway 17/92 flyover project, redevelopment of State Road 436 and US <br />Highway 17/92 area and the status of the Red Bug Lake Road flyover project. <br />
