`,171 ~, ~e C~t7, ~~~ <br />SCOPE OF SERVICE5 <br />Continuing Professional Transportation Engineering/PlanningScrvices for the <br />Analysis of Alternative frrtersection Configurations at US 17192 and SR 436 <br />A grade separated interchange is currently plaErned for the intersection of US 17192 and SR 436. Through <br />traffic an US 17192 will "flyover" SR 43b with 5R 436 through traffic and all turns remaining at-grade. <br />Preliminary plans have been developed and significant right-of way (ROW} has been acquired for the <br />interchange. However, construction of the interchange is not funded and it is not anticipated to be constrtreted <br />until years 2020-2025. The early ROW property acquisitions have resulted in loss of property tapes to the <br />city (anti county), and created a series of vacant properties that appear as blight itr the corridor. This <br />perception of blight and inactivity is now creating a domino effect with other businesses losing customers and <br />interest in the area. <br />As pact of a strategy to deterrine if an alternative intersection configuration could innprove traffic flow <br />significantly without a flyover, stimulate economic redevelopment of this most critical comrnercial area, <br />create a sense of place and support unproved transit, the City of Casselberry desires to evaluate the <br />transportation impacts of alternative intersection configurations. The East Central Florida Regional Planning <br />Council (ECFRPC) and Kimley-Horn and Associates, lnc. (KHA) will work with the City to identify <br />alternative intersection improvements. <br />This scope of services summarizes the activities and efforts KHA. will take to analyze the transportation <br />impacts of alternative intersection configurations. <br />Taslc 1 --Meetings <br />As part of the initiation of the study, KHA will coordinate with the City and the ECFRPC #o prepare for and <br />participate in a Charrette held by ECFRPC. The purpose of the Charrette will be to identify four (4) <br />alternative intersection configurations. Attendees will include City staff, Kl-lA staff, and ECFRPC staff. Zt is <br />the intent of the project team to identify alternatives that can be implemented in the short term. <br />Following the charrette, KHA will accompany City staff in one (l) meeting with FDOT staff to discuss the <br />City's position regarding the planned interchange. KHA will also discuss our proposed approach for <br />analyzing the alternative intersection configurations. The intention of this meeting is to gain support and <br />cooperation from FDOT prior to performing the analysis. <br />Upon conclusion of the analysis, KHA will rneet with City staff to present the findings of the transportation <br />analysis. KHA tivill khen present the findings at otre (1) meeting with IiDOT staff, one {1) presentation to the <br />METROPLAN ORLANDO Management and Operations Cornrnittee (TTC) and one (1) presentation ko the <br />Transportation Technical Cornrnittee. <br />Taslt 2 -Transportation Analysis <br />In order to determine the effects of the intersection alternatives on the surrounding area, the study area will <br />include adjacent intersections. The study area network will consist of the SR 436 signalized intersec#ions <br />between Ronald Regan Boulevard and Wilshire Drive. Along US 17192, khe study area network will consist <br />of the signalized intersections bettiveen Lake of the Woods Boulevard and Triplet Lake Drive. Potential <br />
