INN 10®1320 <br />WHEREAS, Section 163.3161 et seq., Florida Statutes, established the Local <br />Government Comprehensive Planning and Land Development Regulation Act; and <br />WHEREAS, Section 163.3184, Florida Statutes, establishes a process for adoption of <br />comprehensive plans or plan amendments; and <br />WHEREAS, the State of Florida through Senate Bill 360 designated the City of <br />Casselberry as a dense urban land area (DULA) and as such a citywide Transportation <br />Concurrency Exception Area (TCEA); and <br />WHEREAS, the adopted Comprehensive Plan provides Concurrency levels of service that <br />are in conflict with a TCEA designation and its defined transit strategies; and <br />WHEREAS, the Local Planning Agency of the City of Casselberry held a duly noticed <br />public hearing on the proposed Comprehensive Plan amendments related to the application of a <br />citywide TCEA on January 27, 2010; and <br />WHEREAS, the City of Casselberry City Commission held a public hearing on these <br />Future Land Use, Traffic Circulation, and Capital Improvement Element and the Future Land Use <br />
