<br />b. The City Commission shall legislate user fees for <br />nonresidents and residents, and may establish a <br />higher user fee for nonresidents if deemed <br />appropriate by the City Commission. <br /> <br />SECTION 2. Section 42-97 of the Casselberry City Code of Ordinances is <br /> <br />hereby amended to read as follows: <br /> <br />Sec. 42-97. Transport service; charges for service. <br /> <br />(a) Definition. For purposes of this Section, the term "City resident" <br />means any person whose legal residence is located within the territorial <br />boundaries of the City and who is living and residing at such residence at <br />the time of emergency transport. <br /> <br />(b) Transport service authorized. <br /> <br />(1) The paramedic advanced life support program of the City, <br />referred to in this Section as the emergency medical <br />services of the City, shall continue to provide patient <br />stabilization in the field and shall be expanded to authorize <br />medical transport by the City of a viable patient to the <br />nearest appropriate hospital treatment facility equipped to <br />meet the specific medical needs of the patient. <br /> <br />(2) The transport service authorized in this Section shall be <br />commenced and implemented upon formal action of the City <br />Commission. <br /> <br />(c) Rates established; collection of charges. <br /> <br />(1) There are hereby established basic rates to be charged by <br />the City for emergency medical services and medical <br />transportation service furnished to individuals by the City <br />Fire Department, which charges the City shall be authorized <br />to collect and expend within budgetary constraints.
