ORDINANCE NO. 756 AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA RELATING TO CROSS-CONNECTION CONTROL FOR PUBLIC WATER SUPPLY; AMENDING CHAPTER 51, SECTION 51.54 CROSS-CONNECTIONS; ESTABLISHING A CONTINUOUS CROSS-CONNECTION CONTROL PROGRAM WIllcn REGULATES CROSS-CONNECTION WITH THE PUBLIC POTABLE WATER SUPPLY; ADOPTING A MANUAL OF CROSS- CONNECTION CONTROL; PROVIDING FOR INSPECTIONS; PROVIDING FOR PROPERTY ACCESS; PROVIDING FOR ENFORCEMENT COSTS AND PENALTIES; PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE. WHEREAS, a safe and healthful public potable water system is essential to the public health, safety and welfare; and WHEREAS, cross-connections or the possibility of back flow into the public potable water system presents a grave hazard to the public health, safety and welfare; and WHEREAS, the adoption of regulations protecting the public potable water system is of critical importance to the protection of the public health, safety and welfare; and WHEREAS, the City Commission of the City of Casselberry, Florida has the authority to adopt this Ordinance pursuant to Article VIII of the Constitution of the State of Florida and Chapter 166, Florida Statutes, and in furtherance of the policy and intent declared by the State of Florida in the "Florida Safe Drinking Water Act", Sections 403.850 - 403.864, Florida Statutes. NOW, THEREFORE, BE IT ENACTED BY THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, AS FOLLOWS: SECTION I. Article 51.54 of Chapter 51 of the Code of Ordinances is hereby amended and reads as follows: ARTICLE 51.54 - CROSS-CONNECTION CONTROL Section One. Cross-Connection Control Manual. (a) It is hereby adopted, a cross-connection control program for the City, and in connection therewith, there is hereby adopted a "Cross-Connection Control Manual". One copy of the manual is on file in the office of the City Clerk for public use, inspection and examination. Compliance with the manual and the cross-connection program contained therein is hereby required. (b) The manual shall be periodically reviewed by the Public Works Department of the City to assure compliance with applicable statutes, rules and regulations of the State of Florida and the United States.
