He said updating the Plan provides Board an <br /> <br />opportunity to add items the Board feels are appropriate for the redevelopment of the Community Redevelopment <br /> <br />District (CRD). <br /> <br />Mr. Paradise stated that Mr. Laurien from the East Central Florida Regional Planning Council <br /> <br />provided a <br /> <br />proposal to prepare a corridor study of the US Highway 17-92/State Road 436 corridor within CRD for <br /> <br /> <br />Mr. Paradise explained that East Central Florida Regional Planning Council is a government agency; therefore, <br /> <br />is no need to go through the bidding process. He said that it is a cost saving measure to use a governmental <br /> <br />versus a private firm. <br /> <br />Mr. Paradise explained this is a discussion item and no specific action is needed today. He requested <br /> <br />Board provide direction to staff on this item. Mr. Paradise stated that the Board can incorporate items in <br /> <br />Plan that can be used to demonstrate to the County the need to extend the CRA term. <br /> <br />A general discussion ensued regarding updating the Redevelopment Plan. Mr. <br /> <br />felt it would <br /> <br />beneficial to have both Mr. Paradise and his successor involved in the update. Commissioner Solomon at one <br /> <br />time she felt spending money on studies was a waste of time and money; however, she realized that you cannot <br /> <br />forward without completing a study. She said the study is part of the plan. Commissioner Solomon many <br /> <br />companies were contacted regarding the study for the entire US Highway 17-92 corridor and East Central <br /> <br />Regional Planning Council was selected. Commissioner Solomon felt that East Central Florida Regional Planning <br /> <br />Council did a very good job. <br /> <br />Mr. Paradise stated that the US Highway 17-92/State Road 436 flyover project has been delayed until <br /> <br />Mr. Paradise said that Mr. Laurien suggested the City provide an alternative plan for transportation that is <br /> <br /> <br />the City and cost effective that could be taken to the governmental agencies. Mr. Paradise said Mr. is <br /> <br />proposing to prepare a supplemental study to look at the environs on US Highway 17-92/State Road <br /> <br />Paradise explained the bypass system for roadways to the Board. Mr. Paradise said grant funding may available <br /> <br />to complete this supplemental study. A general discussion ensued regarding the cost the various the <br /> <br />US Highway 17-92 corridor. <br />
