<br />board member during meeting. Mr. Scherr mentioned his concerns <br />and discontent with the consultation of the Lakes Management <br />Advisory Board by the Commission and City staff. He feels that the <br />Board's input is not considered on projects affecting surface water <br />quality, usage, etc. regarding City's lakes-which, as he expressed, are <br />all responsibilities of LMAB. Mr. Scherr also mentioned his <br />correspondence to Commission requesting that they attend the <br />LMAB meeting to explain why the Board's voice was not being heard or <br />why the Board is not consulted on decisions within its purview. <br /> <br />Chairman Demurat interjected and mentioned that he sent a similar <br />request to the City Commission during the closing of the Middle Lake <br />Triplet boat ramp. He mentioned that the response he received from the <br />City was avoiding and did not address concerns as he had hoped. He <br />also mentioned that Commissioners invited the Board members to <br />come to a City Commission meeting as private citizens. It was also <br />discussed that the City Commission as a whole interacts with every other <br />board except for the LMAB. <br /> <br />It was a consensus of that they are being overlooked as a body <br />(i.e. not given the of being consulted, not given feedback by the <br />City Commission, not allowed make decisions concerning <br />projects prior to implementation, etc.). Mr. Scherr made a motion to <br />suspend all activities of LMAB until the City Commission can meet with <br />the Board to outline its duties and responsibilities as it pertains to the City <br />Commission. Dr. Kelly mentioned that the Board itself lacks <br />authority to suspend its own activities could instead request such <br />action via a recommendation to the City Commission if it so chooses. Dr. <br />Brock also reminded the Board of their progress thus far: Stormwater, <br />Lakes Management, Water Master Plan; Lakes Guide; <br />Lakefront homeowner workshops; and public education efforts. <br /> <br />After much discussion on topic, a final motion was made. <br /> <br />MOTION: The Chairman of the LMAB (Mr. Bryan Demurat) draft an <br />emaillletter addressed to the City Manager and City Commission, on <br />behalf of the Board, to provide their understanding of the duties and <br />responsibilities of the LMAB and address why the Board is constantly <br />being overlooked by the City Commission on important items affecting the <br />City's lakes. The motion was seconded by Ms. Leslie Yates and carried <br />by voice vote. <br /> <br />**The response may be in the form of a joint City Commission - Lakes <br />Management Advisory Board meeting. <br /> <br />6. Audience Participation: <br /> <br />· Mr. John Casselberry inquired about the duties and responsibilities of the <br />LMAB and provided suggestions as the Board should go about <br />meeting with the City Commission.
