CASSELBERRY PARKS & RECREATION ADVISORY BOARD Parks & Recreation Administration Office 125 E. Melody Lane, Casselberry, FL 32707 A regular meeting of the Parks & Recreation Department was held Tuesday, January 31, 2006. Donna Moskau called the meeting to order at 7:02 p.m. Board Members Present : Pete Monaco, Donna Moskau, Phyllis Sheppard, Butch Spence, Liz Torres Staff Present : Matt Fortini (Parks & Recreation Director), Sharon Rogers (Staff Assistant) Audience Present: John Casselberry (Casselberry Resident) Approval of Minutes : Pete Monaco made a motion to accept the November 29, 2005 minutes. Butch Spence seconded the motion. The motion carried unanimously 5-0. Audience Participation: Inquiry was made by John Casselberry whether the Parks & Recreation Department had any preference as to which side of N. Triplet Lake Drive the bike path/sidewalk should be. Mr. Fortini advised that it was the opinion of the Public Works Department that the south side is preferable to the north side. Item 1 – Parks and Recreation Administrative Rules: The Department has begun to draft the administrative rules and policies to be included with the previously approved Parks Ordinances. The Board discussed the following three (3) topics: Smoking in Parks a): Motion made by Phyllis Sheppard to prohibit smoking in restricted areas; seconded by Butch Spence. The vote was 2-3; motion did not pass. Voted in favor of motion: Phyllis Sheppard, Butch Spence. Voted against motion: Pete Monaco, Donna Moskau, and Liz Torres.) Motion made by Pete Monaco that smoking be allowed only in designated areas of parks that are one (1) acre in size or larger; no smoking to be allowed in parks that are less than one (1) acre. Motion seconded by Liz Torres. Motion passed unanimously 5-0. Hours of Operation: b)Motion made by Butch Spence to specify park hours from sunrise to sunset, with the exception of City-sponsored events, with closing hours for Wirz Park and Secret Lake Park to be 10:00 p.m. Motion seconded by Pete Monaco. Motion passed unanimously 5-0. Dogs in Parks: c) Motion made by Pete Monaco to permit dogs in parks (other than dog park) on a leash and to permit dogs in the dog park unleashed.
