<br />CASSELBERRY PARKS & RECREATION ADVISORY BOARD <br />Parks & Recreation Administration Office <br />125 E. Melody Lane, Casselberry, FL 32707 <br /> <br /> <br /> <br />A regular meeting of the Parks & Recreation Department was held Tuesday, January 31, 2006. <br />Donna Moskau called the meeting to order at 7:02 p.m. <br /> <br /> <br />Board Members Present <br />: Pete Monaco, Donna Moskau, Phyllis Sheppard, Butch Spence, <br />Liz Torres <br /> <br />Staff Present <br />: Matt Fortini (Parks & Recreation Director), Sharon Rogers (Staff Assistant) <br /> <br />Audience Present: <br /> John Casselberry (Casselberry Resident) <br /> <br />Approval of Minutes <br />: Pete Monaco made a motion to accept the November 29, 2005 minutes. <br />Butch Spence seconded the motion. The motion carried unanimously 5-0. <br /> <br /> <br />Audience Participation: <br /> <br />Inquiry was made by John Casselberry whether the Parks & Recreation Department had any <br />preference as to which side of N. Triplet Lake Drive the bike path/sidewalk should be. Mr. <br />Fortini advised that it was the opinion of the Public Works Department that the south side is <br />preferable to the north side. <br /> <br /> <br />Item 1 – Parks and Recreation Administrative Rules: <br />The Department has begun to draft the administrative rules and policies to be included with the <br />previously approved Parks Ordinances. The Board discussed the following three (3) topics: <br /> <br /> Smoking in Parks <br />a): Motion made by Phyllis Sheppard to prohibit smoking in restricted <br />areas; seconded by Butch Spence. The vote was 2-3; motion did not pass. Voted in favor <br />of motion: Phyllis Sheppard, Butch Spence. Voted against motion: Pete Monaco, <br />Donna Moskau, and Liz Torres.) <br /> <br />Motion made by Pete Monaco that smoking be allowed only in designated areas of parks <br />that are one (1) acre in size or larger; no smoking to be allowed in parks that are less than <br />one (1) acre. Motion seconded by Liz Torres. Motion passed unanimously 5-0. <br /> <br /> Hours of Operation: <br />b)Motion made by Butch Spence to specify park hours from sunrise <br />to sunset, with the exception of City-sponsored events, with closing hours for Wirz Park <br />and Secret Lake Park to be 10:00 p.m. Motion seconded by Pete Monaco. Motion <br />passed unanimously 5-0. <br /> <br /> Dogs in Parks: <br />c) Motion made by Pete Monaco to permit dogs in parks (other than dog <br />park) on a leash and to permit dogs in the dog park unleashed. Motion seconded by <br />Butch Spence. Motion passed unanimously 5-0. <br /> <br />(over) <br /> <br />
