Mr. Paradise clarified that payment was to Mr. David Passalacqua for vendor no. <br /> <br />The motion <br /> <br />passed unanimously by voice vote. <br /> <br />Casselberry Community Redevelopment Agency - Design Incentives for Thomas/Barbara Ruland <br /> <br />Mr. Paradise reviewed the application for authorization request for Design Incentive Approval (a copy is on file in the <br /> <br />Community Development Department). Mr. Paradise said it is a non-conforming use in a commercial district and that the <br /> <br />expansion and/or improvement of a non-conforming use are not consistent with normal policy. Mr. Paradise recommended <br /> <br />that the CRA Board deny the request because a grant authorization for a fayade change on a residential building is not <br /> <br />appropriate. Mr. Daigle made a motion to deny the request. Ms. Campbell seconded the motion. The motion passed <br /> <br />unanimously by voice vote. <br /> <br />Tenth Item of Business: Director's Report <br /> <br />Mr. Paradise said he was unable to complete the Director's Report and it would be sent to the Board at a later date. <br /> <br />Eleventh Item of Business: Public Comments <br /> <br />Mr. John Casselberry, 700 South Lost Lake <br /> <br />Casselberry, Florida came forward. Mr. Casselberry expressed a <br /> <br />concern regarding the deed for the Target Outparcel and he didn't feel that another deed was needed by Casselberrf <br /> <br />Investment Properties to make the deed correction. <br /> <br />Casselberry was concerned that the bronze playground equipment <br /> <br />would retain heat making it to hot for the children to use the equipment. Staff explained that the material for the playground <br /> <br />equipment will expel the sun rays and it will remain cool to the touch. <br /> <br />Mr. Casselberry expressed concerns with safety issues with the boardwalk. Mr. Casselberry suggested retaining the <br /> <br />recreation building as a shelter during events. He also questioned the location of the restroom facilities. A general discussion <br /> <br />ensued regarding possible options for the restroom facilities. Mr. Casselberry suggested separating the boardwalk bid from <br /> <br />the park construction could possibly reduce the construction costs. <br /> <br />There being no further business to come before the Board, the meeting was <br /> <br /> <br />Tapes of the meeting are available as a matter of public record. <br /> <br />
