<br />EXHIBIT 1 <br /> <br />Scope of Services: <br /> <br />1 . Plans and Specifications <br /> <br />This project is to be constructed by City personnel. No contract documents or <br />technical specifications will be required. CPH will develop/design a site plan for the <br />project showing the routing of the water main extension using the WRF Site Piping <br />plan as the base drawing. The Florida Department of Environmental Protection <br />(FDEP) requires that an air gap be provided between the potable water and <br />reclaimed water systems and that the flow be metered. CPH will develop the design <br />details required for the project. <br /> <br />2. FDEP Permitting <br /> <br />The augmentation of the reclaimed water system on an intermittent basis using <br />potable water is a permitted source for both the FDEP and SJRWMD. A permit <br />modification will be required by the FDEP to use potable water as a source of <br />reclaimed water augmentation. The operating permit for the WRF is nearing <br />expiration and renewal application is due to FDEP by November 18, 2008. It is <br />assumed that this modification will be included in that application package. <br /> <br />4. SJRWMD Permitting <br /> <br />No permit modification will be required by the SJRWMD for the augmentation. The <br />current Consumptive Use Permit (CUP) allows "irrigation" as a permitted use and <br />there appears to be sufficient permitted volumes available for this short term, <br />intermittent use. <br /> <br />5. Construction Administration <br /> <br />Since no separate permit is required, and the work will be performed by City <br />personnel, no scheduled periodic construction administration is included. We have <br />included three man-hours to answer any questions the field personnel may have <br />and to inspect the finished product - specifically the "point of connection" between <br />systems. <br /> <br />A manpower estimate with associated costs is attached as Exhibit 2. Items not Drovlded <br />for this project specifically include, but are not limited to, the following: <br /> <br />ENVI RONMENT AL SERVICES such as identification of the wetlands limits, flora and fauna <br />of the area; and <br /> <br />SURVEY SERVICES to verify existing pipelines and to layout the water main route. <br />
