Strategic Plan <br />2009 - 2012 <br />The Planning Process <br />Two interrelated purposes have come together in this planning process, which provides a <br />link between the past and the future—to build on previous planning efforts of the Parks and <br />Recreation Department, and to chart a new direction for the Casselberry Parks and Facilities and <br />Recreation Divisions. <br />Phase 1: Understanding the Context <br />, included reviewing past planning initiatives and mobilizing <br />staff and the community to begin the strategic planning effort. The most recent parks and recreation <br />planning initiative was completed and adopted in 2004. The strategies and solutions identified in the <br />2004-2008 Strategic Plan have been implemented, resulting in a strong, stable, highly functioning <br />division. The 2004 – 2008 Parks and Recreation Strategic Plan set the basis for this phase. A <br />Strategic Planning Committee (SPC) was formed to provide guidance throughout the process. <br />Phase 2:Choosing Our Challenges <br />, the SPC identified issues to be addressed as part of the <br />current strategic planning effort. Subsequently, a series of meetings were held to identify key issues <br />and assets that should be addressed in the Strategic Plan. The SPC met to discuss the future of the <br />Division and the facilities and programs under its management, as well as to set priorities for issues <br />to be addressed in the Strategic Plan. <br />Phase 3:Setting Our Course <br />, Division staff worked to translate the critical issues into goals and <br />strategies. The staff then presented these goals to the SPC. Throughout Phase 3, the SPC <br />continued to meet to review the results of the process. <br />Phase 4:Making It Happen <br />In the final phase of the process, , the SPC and Division staff <br />incorporated the preliminary visioning, goals, and strategies identified in the earlier phases into a <br />comprehensive plan that lists all of the goals along with objectives and action steps (strategies) and <br />target completion dates. <br />The Strategic Plan helps to set priorities for park and facility improvements, recreation service and <br />program enhancements, and recommends changes within the organization that will help position the <br />Division to fulfill its mission. The 2009-2012 Strategic Plan builds upon past improvements and <br />initiatives and is charting a new course for the Division. <br />Page <br />5 <br /> <br />
