Strategic Plan <br />2009 - 2012 <br />Introduction <br />In the spring of 2008, the Casselberry Parks and Recreation Division developed a strategic plan to <br />identify current issues and potential future challenges to the Division and to develop strategies for <br />meeting them. The resulting 2009 – 2012 Strategic Plan will be used to direct the Division’s <br />recreational programming, park and facility development and improvement, and administrative <br />decisions. <br />The mission,“The Casselberry Parks and Facilities and Recreation Division takes a coordinated <br />approach to providing quality recreation, cultural activities, and facilities that anticipate and <br />respond to the changing needs of our community, while protecting and expanding our natural <br />resources,”guides the focus of this Strategic Plan. <br />Casselberry is a city of almost 25,000 with a diverse and growing population. The Division’s assets <br />were analyzed — parks, recreation centers, programming, and the Division itself, to determine <br />strengths, weaknesses, and projected needs. How demographic changes might affect the <br />programming, infrastructure, maintenance, growth, staffing, and funding were also assessed. <br />The Casselberry Parks and Facilities and Recreation Divisions operate 16 parks with 2 community <br />centers, athletic fields, tennis courts, and a swimming pool. Approximately 100 acres within the <br />City’s 7 square miles are devoted to recreation. <br />Developing a Strategy <br />During the strategy development phase, the mission and values of the Division were refined. <br />Strategic issues were identified, discussed, and prioritized, based on their impact on the Division’s <br />future vision. Numerous alternative strategies for addressing each issue were developed. Those <br />strategies with the greatest likelihood of contributing to the Division’s mission were selected and an <br />implementation timetable was developed. The Division’s mission and supporting core values <br />provide the foundation for the goals and strategies that have been developed to implement the <br />strategic plan. <br />Five goals were defined that will guide the future growth and development of the Casselberry <br />Parks and Facilities and Recreation Divisions. The strategic planning committee examined where <br />improvements could be made and developed strategies to make those improvements to fulfill its <br />mission. A series of strategies have been developed to accomplish each of the goals. As <br />strategies are implemented, several indicators of success have been adopted to measure <br />progress. The information for these indicators will be collected and reviewed periodically, and, if <br />necessary, strategies will be enhanced, revised, or completely changed to ensure adequate <br />progress is achieved. <br />Page <br />3 <br /> <br />
