RESOLUTION - 06-1717 "A RESOLUTION OF THE CITY OF CASSELBERRY ESTABLISHING POLICIES AND PROCEDURES FOR THE OPERATION OF PARKS WITHIN THE CITY LIMITS OF CASSELBERRY, PROVIDING FOR CONFLICTS, SEVERABILITY AND EFFECTIVE DATE." WHEREAS, the City Commission of the City of Casselberry adopted Ordinance 06-1189, which authorized the City Manager to adopt administrative rules to govern the operation of the parks; and WHEREAS, the City Manager and the Parks and Recreation Department submit these rules and application forms for approval by the City Commission before implementation; and WHEREAS, regarding the Sponsorship Application/Guidelines attached as Exhibit 8, the City Commission finds that the limitations on advertisers set forth therein serve a public purpose, since the limitations maintain a welcoming environment at City sponsored or co-sponsored events, avoid the City becoming identified with any political cause or candidate, and are reasonable in light of the specific circumstances involved; and WHEREAS, the administrative rules are divided into three sections for clarity established as Exhibit (A) Administrative Rules, Exhibit (8) Sponsorship Application/Guidelines and Exhibit (C) Facility and Park Use Application; and WHEREAS, Section 14-45 of the City Code calls for the City Commission to issue permits for City sponsored events, the City Parks and Recreation Department Director is delegated authority under these rules to issue said permits, so long as the requirements of the Code section are met in all applicable respects. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, AS FOLLOWS: SECTION I. The City Commission authorizes the establishment of pOlicies and procedures for the operation of Parks within the City limits of Casselberry, including Exhibit (A) Administrative Rules, Exhibit (8) Sponsorship Application/Guidelines, Exhibit (C) Facility and Park Use Application and Exhibit (D) Facility Use Regulations and Guidelines. SECTION II. Conflicts. All Resolutions or parts of Resolutions in conflict with any of the provisions of this Resolution are hereby repealed.
