<br />CASSELBERRY CITY COMMISSION <br />Minutes of September 22, 2008 - Regular Meeting <br />Page 13 0121 <br /> <br />Introduction: Resolution 08-1933 provides for adoption ofthe Operating Budget for the Fiscal Year 2008- <br />2009. The total City-wide budget requested is $46,342,984. <br /> <br />Budget Impact: The Final Budget for Fiscal Year 2008 - 2009 is requested to be the same as the Tentative <br />Budgettotaling $46,342,984. Schedules by fund summarizing the sources and uses offunds were distributed <br />to the City Commission. The reconciliation between the proposed budget and the tentative budget was also <br />distributed to the City Commission, as well as the Capital Improvement Program. It was requested that <br />authorized staffing be changed from that which was listed in the proposed budget to include an increase of <br />two new positions for the Water and Sewer Utility. The total authorized personnel in the Fiscal Year 2008- <br />2009 Budget is 238 full and 13 part time. <br /> <br />Public Hearing: Mayor Goff stated this is a public hearing to hear and consider comments and questions <br />regarding the City's final budget for the coming fiscal year. Mayor Goff opened the floor for public <br />participation. No one came forward. Mayor Goff closed the public hearing relative to Resolution 08-1933. <br /> <br />MOTION: <br /> <br />Vice Mayor Hufford moved to adopt Resolution 08- <br />1933, establishing the final budget for Fiscal Year 2008 <br />- 2009. Motion was seconded by Commissioner MiUer. <br />Motion carried unanimously by voice vote 5 - O. <br /> <br />Mayor Goff announced the City of Casselberry has adopted a final budget for Fiscal Year 2008 - 2009. <br /> <br />10. FIRST READING OF ORDINANCES <br /> <br />A. Ordinance 08-1249 - Franchise Agreement Between Waste Pro of Florida. Inc. and <br />the City of Casselberrv for Residential Solid Waste Collection Services <br /> <br />The City Clerk read Ordinance 08-1249 by title as follows: <br /> <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AUTHORIZING <br />THE EXECUTION OF A COOPERATIVE PURCHASE AGREEMENT WITH WASTE <br />PRO OF FLORIDA, INC., FOR RESIDENTIAL SOLID WASTE COLLECTION <br />SERVICES; PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE <br />DATE." <br /> <br />Staff Presentation: Mr. Ed Torres, Public Works Director, stated Ordinance 08-1249 provides for a <br />cooperative purchase franchise agreement with Waste Pro of Florida, Inc. (Waste Pro) for solid waste <br />collection services. Currently, the City has a franchise agreement with Republic Services, Inc. for residential <br />solid waste management that will expire on December 31, 2008. As stipulated in the current agreement, the <br />City is required to negotiate until an amicable agreement can be reached or, if no such agreement can be <br />reached, the City has the authority to seek alternative proposals. To date, Republic Services has submitted <br />their final proposal, which provides figures that would result in an increase of approximately $10 per month <br />per household over the current rate charged for solid waste services. The Public Works Department <br />determined that the existing Seminole County franchise agreement with Waste Pro closely resembled the <br />
