<br />Exhibit A <br /> <br />City of Casselberry <br />Sale of Surplus Real Property <br />Policv and Procedures <br /> <br />The City of Casselberry recognizes the need to establish procedures for the sale of real property <br />which has been declared surplus by the City Commission and to ensure public confidence in the <br />process by which surplus real property is sold. The sale of surplus real property will be in <br />accordance with the following City policy and procedures and all applicable State Statutes. The City <br />Commission may accept or reject any and all bids or contracts for City-owned property. <br /> <br />I. The City Manager shall submit a request to the City Commission to declare any real property as <br />surplus. <br /> <br />2. Upon City Commission approval that a property has been declared surplus, the City Manager will <br />be allowed - <br /> <br />a) to authorize the Purchasing Agent to advertise a Request for Bids. A minimum bid price <br />may be established based on a property appraisal, recent sales activity in the area, or information <br />from the Property Appraiser's site; or <br /> <br />b) to authorize the Purchasing Agent to advertise a Request for Proposals for Real Estate <br />Sales Services for the sale or disposition of City property through a licensed realtorlbroker; or <br /> <br />c) to authorize the Purchasing Agent or the City Manager to negotiate directly for the sale or <br />disposition of City property with a developer(s), realtor/broker(s), or potential property owner, to <br />meet the specific goals of the City Commission. Such negotiations shall not require City <br />Commission approval. <br /> <br />3. When a Request for Proposals for real estate services are solicited, proposals shall be opened on <br />the date and the time advertised (Purchasing Policy). <br /> <br />4. Proposals shall be evaluated and recommendations submitted to the City Manager along with a <br />contract specifying the real estate commission or other compensation option. <br /> <br />5. The City Manager shall place the most responsive contract generated by any subsection of <br />Paragraph 2 for the sale and disposition of real property on the agenda for City Commission review <br />and approval. <br /> <br />6. The firm awarded the contract for real estate sales will coordinate certain sales activity with the <br />City Manager or hislber designee(s). <br /> <br />7. Entering into a contract for certain real estate brokerage sales shall not be construed to mean an <br />exclusive brokerage contract with the City of Casselberry unless expressly stated in the contract and <br />approved by the City Commission. <br /> <br />10/27/08 <br />
