<br />Planning & Zoning Commissionl <br />local Planning Agency <br />September 10. 2008 <br />Page 2 016 <br /> <br />Ms. Sandra Smith, Chief Planner, reviewed the information provided in her memorandum dated September 5, <br /> <br />2008, to the City of Casselberry Planning and Zoning Commission (a copy is on file in the Community Development <br /> <br />Department). Ms. Smith stated the Planning and Zoning Commission approval of SPR 08-08 for the Wilshire Mini-Office <br /> <br />Complex would be based on the site plan dated July 2, 2008, the architectural site plan dated September 5, 2008, the <br /> <br />colored renderings, the staff reports dated August 5, 2008 and September 5, 2008, the Commissions findings of fact and <br /> <br />conclusions, and the conditions outlined in the staff report which were: <br /> <br />1. The site plan approval is for office and retail uses only. <br />2. The site shall not be used for warehousing or vehicular or recreational equipment storage. <br />3. Each tenant space shall provide at least % retail or office space. Storage is ancillary to the use and may not <br />exceed 49% of the tenant space. <br />4. There shall be no outdoor display or storage of materials or goods. <br />5. There shall be no individual storage-only units. <br />6. The site plan shall be revised to: <br />a. Remove the reference on page 3 of 10 stating "20' x 19.5' covered spaces". <br />b. Reduce the height of the covered parking from 16' to 11' to accommodate the standard 10' X 20' parking <br />space. <br />c. Include the following note on the cover sheet: "Each tenant space must provide a front and rear access to <br />a drive aisle; therefore, the tenant spaces must be constructed to achieve this access requirement." <br />7. The applicant shall satisfy all Public Works comments regarding the proposed site plan prior to issuance of a <br />site construction permit. <br />8. A right-of-way utilization permit from Seminole County shall be obtained prior to the issuance of a Certificate of <br />Completion by the City's Public Works Department. <br />9. Signage must conform to the City of Casselberry Unified Land Development Regulations. Development of a <br />master sign plan is recommended. <br />10. The applicant is required to submit a site photometric plan that complies with the City Code prior to issuance of <br />a construction permit. <br />11. All of the above conditions shall be fully and faithfully executed or the site plan shall become null and void. <br /> <br />Mr. Buchanan asked the applicant to come forward. Mr. David Meadows, 400 Saddleworth Place, Lake Mary, <br /> <br />Florida came forward. The Commission had no questions for the applicant. <br /> <br />Mr. Buchanan asked if there was anyone in the audience who wished to speak in favor of, or in opposition the <br /> <br />request. No one came forward. <br /> <br />Mr. Buchanan asked for a motion to address SPR 08-08. Mr. Henson recommended approval of SPR 08-08 based <br /> <br />on the staff reports dated September 5, 2008 and August 5, 2008, aM the site plan dated July 2, 2008 and the architectural <br /> <br />drawings presented in the meeting packet. Mr. Van Meter seconded the motion. <br /> <br />The Board was polled. <br />
