<br />_ RESEARCH <br /> <br />CONSULTANTS <br /> <br />August 11, 2006 <br /> <br />Mr. Paul Daigle, Chairman <br />Community Redevelopment Agency <br />Casselberry, Florida <br /> <br />Dear Mr. Daigle: <br /> <br />Per my previous conversation with you at the CRA's workshop, this letter serves as an <br />agreement between the Casselberry CRA and Real Estate Research Consultants, Inc. (RERC) <br />for consulting to with various issues related to development of policies and <br />procedures for the administration and implementation of projects and programs. These services <br />would include reviewing the current draft of the CRA Redevelopment Plan, existing policies and <br />ordinances as well as accounting and finance documents related to the establishment and <br />ongoing funding of the CRA. It is our understanding that our services are to provide staff and <br />the CRA an analysis of the current situation, identify issues to be addressed and provide <br />guidance to rectify any shortcomings in conformance with Florida Statute Chapter 163.3. At the <br />direction of the CRA, the scope of work could also include providing the administrative support <br />as needed to address issues pertaining to ongoing CRA work programs. It is the intent of this <br />agreement that Thomas R. Kohler, Sr. Vice President with RERC, will be providing these <br />services with support from the RERC staff. <br /> <br />SCOPE OF SERVICES <br /> <br />It would be the intent of this agreement to provide continuing services on an hourly basis with a <br />not to exceed upset figure. These ongoing services could include the following: <br /> <br />1. Under the direction of the CRA assist in developing an overall implementation program <br />with corresponding budget/financing support. <br />Assist the City/CRA staff in support of developing appropriate administrative policies for <br />the CRA Board. <br />3. Meet with the City Manager, Planning Director and CRA staff as required on issues <br />pertaining to the ongoing CRA work programs. <br />4. Attendance at meetings with the CRA, the CRA staff. City of Casselberry <br />representatives, and other parties related to the CRA program. <br />5. Provide any additional services as assigned by the CRA relating to the administration <br />and implementation of the work program. <br /> <br />It is anticipated the above-described tasks would be provided by Mr. Kohler at an hourly rate of <br />$200.00 per hour with an upset figure not to exceed $15,000, exclusive of reimbursable <br />expenses. Any out-of-pocket expenses would be capped at $1500 without prior authorization <br />from the CRA <br /> <br />This engagement would commence immediately upon the executed document which serves as <br />authorization to proceed and conclude on September 30, 2007.
