Mr. Lander was concerned with the

dual relationship of Mr. Kohler working for the City and the CRA. He felt there may be some difficulties and wanted

to make sure there are no conflicts with the City.

Mr. Lander suggested the CRA establish and prioritize the top five or ten issues and work with Mr. Kohler to

accomplish the issues.

Mr. Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. Casselberry discussed
the previous RFP for the Community Center. Mr. Casselberry said he tried to submit an RFP to the City but the City
would not accept it because it was late. He felt that the last RFP was sabotaged. He was concerned with bid rigging

and advised the Board to be cautious.

Mr. Casselberry said he read an article that the CRA had a deficit in the CRA budget. Mr. Casselberry

suggested if there are any money issues to work out the money could be put in the Clerk of Courts office. Mr.

Casselberry said the article stated that there were 15 properties that should be included in the CRA that were not
included. He said that may be money the CRA could recapture from the County. Mr. Daigle stated the issues Mr.
Casselberry discussed have been addressed.
Eiahth Item of Business: Other Business

Mr. Jones made a motion to adjourn. Mr. Jones withdrew is motion.

Mr. Fall said the CRA has two County reappointments. He said one of the findings in the audit was suspect
of his County appointment to the CRA. He said his appointment will be based on the interpretation of the CRA board.
He said the reappointment of Mr. Daigle and himself are scheduled on the August 22, 2006 County Board of

Commission agenda. He said the appointment of Home Depot's manager is on the agenda; however, they have
been unable to contact him.

Mr. Miller responded to Mr. Lander's comment regarding the dual employment of Mr. Kohler. Mr. Miller

stated Mr. Kohler is now employed by the CRA and is no longer employed by the City. Mr. Kohler said he would

submit a written termination to the City Manager.
