<br />Community Redevelopment District <br />August 11, 2006 <br />Page 2 of 6 <br /> <br />Ms. Sandra Smith reviewed staffs memo dated August 3, 2006 (a copy is on file in the Community <br />Development Department). Mr. Fall made a motion to approve the accessory structure as presented by staff. Mr. <br /> <br />Hoffmann seconded the motion. The motion passed unanimously by voice vote. <br /> <br />Mr. Daigle introduced Mr. Eugene Miller, Interim City Manager to the Community Redevelopment Agency. <br /> <br />Mr. Miller said that UNICORP has withdrawn their offer to purchase and develop the City owned property. He said <br /> <br />UNICORP was the only respondent to the initial Request for Proposal. Mr. Miller said a Request for Proposal will be <br />advertised in the Orlando Sentinel on Sunday, August 13, 2006 and the RFP will be available for distribution on <br /> <br />Monday. <br /> <br />Mr. Miller said he has received several calls from parties interested in the city-owned property. He said in <br /> <br />spite of UNICORP'S announcement, he didn't feel the market had softened. Mr. Miller explained that the RFP has <br /> <br />been designed to include some flexibility. Mr. Miller stated that the City is interested in the long term increment that <br /> <br />would be produced by the development of the property and not just the upfront dollar. <br /> <br />Mr. Miller explained that a selection committee would be formed to short list the Request for Proposal <br /> <br />submissions to a list of three. Mr. Miller said the Civic Center is still a viable project and he has been given the <br /> <br />directive to continue with the project. He said it is the majority wishes of the City Commission to develop the property <br /> <br />adjacent to City Hall. Mr. Miller said the short listed candidates would then make a presentation to the City <br /> <br />Commission for their review and selection of a firm to enter into detailed negotiations with the City. He said the firm <br />would then develop a site plan that would be reviewed by the City Commission. <br />Mr. Miller said the Civic Center portion is dependent upon the assistance of the CRA. The Community <br />Redevelopment Agency stated they would like to be involved in the process. Mr. Fall made. a motion that the CRA <br /> <br />request the City allow the CRA to hear presentations in regards to the submittals of the RFP and be allowed to <br />forward a recommendation to the City Commission prior to them taking any action on selection of the firm(s). Ms. <br /> <br />Rodriguez seconded the motion. <br />Mr. Fall felt that during the course of negotiations with UNICORP, compromises were made both in design <br />and use that had a minor financial effect. Mr. Fall said this would provide an opportunity to work with the City as a <br />unified effort. A discussion ensued regarding the involvement of the CRA in the selection process and the limited <br />
