<br />Community Redevelopment Agency <br />July 7, 2006 <br />Page 4 of7 <br /> <br />Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. <br />Casselberry said he didn't know much about CRAs other than they create a high development area to <br /> <br />facilitate public improvements and sometimes urban renewal but not necessarily with the CRA doing the <br /> <br />renewal itself. He said they may use eminent domain to consolidate some things. Mr. Casselberry <br /> <br />questioned the reason for the debt, the forgiveness of debt that was mentioned earlier, and the cost <br /> <br />associated with staff's time. Mr. Daigle explained that an audit is being conducted to determine the correct <br /> <br />amount of the debt. <br /> <br />The forgiveness of debt for the land swap was discussed briefly. Mr. Fall said all parties involved <br /> <br />need to be in agreement. He said the CRA is responsible to the City Commission and the County <br /> <br />Commission. Mr. Fall said a meeting is needed with the City Commission. Mr. Fall said that the County <br /> <br />Commission said there would be no CRA funding until there is a resolution to the funding discrepancy. <br /> <br />Mr. Fall suggested that a treasurer's report should be given quarterly to the CRA Board. Mr. <br />Kohler suggested that the City and County pay monies to the Trust Fund and then payout any reimbursable <br /> <br />expenses. <br /> <br />A discussion ensued regarding the estimated reimbursable costs figures and the estimation of staff <br /> <br />time used for Community Redevelopment Agency work. Ms. Smith stated that Mr. Kohler attended today's <br /> <br />meeting to provide the preliminary findings of his investigation to the CRA Board that were also provided to <br />the City Commission. Ms. Smith suggested the CRA Board wait to make any decisions until the audit <br /> <br />results are received. <br /> <br />A discussion ensued regarding the City Commission's approval of the land swap transaction. Mr. <br />Goff felt discussions were being misled. He said the City Commission has never discussed, approved or <br />taken any action regarding the plan that was presented to the CRA at the last meeting. Mr. Goff said that <br />Mr. Kohler presented the same information to the City Commission. Mr. Goff said that the County is <br />preparing an audit and at the completion of the audit the City Manager and County Manager would meet to <br />discuss the findings of the review before the information is made public. Mr. Goff said the City Commission <br />has not discussed recouping funds from the CRA for 2004. Mr. Fall clarified that he made no assertion that <br />
