<br />City Commission Meeting <br />April 14, 2008 <br />Page 3 <br /> <br />5) Mike Twyford, 207 Hill Street, Casselberry, Florida, spoke in opposition to the fire <br />assessment fees and stated that the Commission needs to look at how the City's money is being <br />spent and possibly deleting projects before considering enacting fire assessment fees. <br /> <br />6) Craig Tull, 420 Ranch Trail, Casselberry, Florida, ask the Commission to readdress the <br />ordinance recently adopted regard the use of "ladder rack" on vehicles. He opined that the <br />Commission needs to reassess its priorities and look at the whole picture before enacting such <br />legislation. <br /> <br />7) Lois Peters, 240 Sunny town Road, Casselberry, Florida, spoke in support of the Police <br />and Fire Departments but was opposed to the fire assessment fees. She also spoke in opposition <br />to monies be utilized for beautification project during tough economic times. <br /> <br />8) John McKeon, Lowndes Square, Casselberry, Florida. a retired law enforcement officer, <br />stated that the Commission should curtail spending; that he supported the Police and Fire but not <br />the fire assessment fees. <br /> <br />9) Phyllis Sheppard, 580 S. Triplet Lake Drive, Casselberry, Florida, spoke in opposition to <br />fire assessment fees and any form of consolidation of Police/Fire Services with the County. She <br />stated that if the fees are implemented, there should be a stipulation that the fees would cease if <br />consolidation with the County becomes a reality. <br /> <br />Commissioner Miller requested that the Public Works Director respond to citizens concerns <br />regarding the funding for beautification projects. Mr. Torres stated the funding for road projects, <br />approximately $Il.million, comes from the one-cent sales tax. The City has only two options for <br />utilizing the money, i.e., building road projects or water and sewer projects or return the money <br />back to the County to be split among the other cities in the County. The money cannot be used <br />for the Fire Department, only for the projects as specified. <br /> <br />8. Consent Agenda:. <br /> <br />A. Special Invoice and Minor Contracts Report - Invoices from City Labor Attorney <br />Fisher & Phillips, LLP for February and March 2008 - $17,432.60 <br /> <br />B. Approval of Budget Calendar for the Fiscal Year 2008-2009 - The approved Budget <br />Calendar for FY 2009 is attached to and made a part of these Minutes. <br /> <br />C. Resolution 08-1873 - Second Quarter Budget Amendment - Approval of <br />Amendment in the amount of $41 ,520 in the General Fund for consulting <br />services to CSG to pursue fire service fees. <br /> <br />"A Resolution of the City of Casselberry, Florida, amending the annual operating budget for <br />the City of Casselberry for the Fiscal Year beginning October I, 2007 and ending September <br />30, 2008; providing for an effective date." <br /> <br />MOTION: <br /> <br />Moved by Vice Mayor/Commissioner Colleen S. Hufford to approve <br />the Consent Agenda as submitted. Motion was seconded by <br />Commissioner Jon Miller and carried unanimously on a 5 - 0 voice <br />vote. <br />
