<br />B. THE SPONSOR WILL: <br /> <br />I. Provide for accomplishment of the works of improvement described in Section A. <br />Relieve the exigency situation within 10 calendar days of all parties signing the project <br />agreement and provide for completion of all permanent work within 120 calendar days <br />of all parties signing the project agreement. The Sponsor shall provide NRCS a copy <br />of any solicitation (Invitation for Bids. Request for Quotations. etc.), bid abstract, and <br />awarded contract. or other basis of cosl and accomplishment. <br /> <br />2. Provide abstracts of bids to NRCS for review and comment prior to award. <br /> <br />J. Costs incurred prior to the Sponsor and NRCS signing this agreement are ineligible for <br />reimbursement. <br /> <br />4. Provide cash contribution for any portion of the required 25% of the actual eligible cost <br />of constructing the works of improvement described in Section A not provided by in- <br />kind construction services described in B.S. <br /> <br />5. Ifapproved by NRCS, the sponsor may provide in-kind construction services <br />(materials, labor, and equipment). The Sponsor shall develop a Plan of Operation l'or <br />all in-kind construclion services pertormed. The Plan of Opera lion shall be submitted <br />to NRCS for review and approval prior to commencement of construction. The <br />maximum value of all in-kind construction services shall not exceed $150,000 of the <br />total aClual cost of the works of improvements per site as identified in Section A and in <br />accordance with Seclion 8.6 of this agreement. In-kind construction services for <br />equipment shall not exceed published FEMA rates unless otherwise documented and <br />concurred in advance by NRCS. In-kind technical services will not he reimhursed for <br />in-kind construction services provided by the Sponsor. <br /> <br />The following data is required to support the Sponsor's request for in-kind construction <br />services: <br /> <br />a. Invoices covering actual costs of materials. <br /> <br />b. Records showing materials actually used on the work, and disposition of excess <br />materials. <br /> <br />c. Daily time records for each employee showing name, classification, wage rate, <br />hours, and dates actually employed on the work. <br /> <br />d. Equipment operating records showing the rale, hours. and dates actually used on the <br />work. <br /> <br />6. Actual cost of construction will consist of eligible construction costs from contracts <br />awarded to contractors plus eligible Sponsor in-kind construction costs of materials. <br />labor, and equipment. The Sponsor shall provide NRCS records to support construction <br />costs incurred by the Sponsor. <br /> <br />7. Eligible costs include those measures identified in the Damage Survey Report. Work <br />over, under. and through roadways are not eligible costs. Final eligible construction <br />costs will be agreed upon during the pre-design conferencc. <br /> <br />8. Provide in-kind technical services (survey the site, design the project, develop <br />engineering plans and specifications. let and administer contracts, inspect work <br /> <br />2 <br />
