Florida- The project corridor extend. from <br />Seminola Boulevard in the .outh to Stale Road 434 in the nonh. The .oothern halfo[lhe corridor i. an <br />existing two-lane roadway within a developed area. with adjacent Rsidentialland uses. The northern <br />panion armc corridor is undeveloped upland and wetland communities and land uses. <br /> <br />. <br /> <br />. <br /> <br />Development of the proposed roadway will impact 0.60:1:: ae of wetlands jurisdictional to the St. Johns <br />River Waler Management ~istrict (SJRWMD) and the U.S. Army Corps of Engineers (USACE). The <br />applicant proposes both on-site and ofT.site mitigation to offsct the proposed impacts. The applicant <br />proposes to preserve and enhance 1 O~ acres oreity-owned wetlands adjacent to the project corridor, and <br />supplement this on-site mitigation with the purchase or mitigation billlk credits. ifnecessary. This pliO <br />provides information about the mitigation project site. the proposed preservation and enhancement of <br />wellands, and detailed plans describing the proposed monitoring and management of Ihe enhanced <br />wetlands. <br /> <br />. <br /> <br />. <br /> <br />PROPOSED MITIGATION PLAN <br /> <br />II <br /> <br />The proposed 10:!: ac on-site mitigation parcel is contained within a 29.8 1:: ac city-owned parcel south <br />oflhe city's water reclamation facility on Cross Street west orits intersection with North Winter Park <br />Drive in Sections 6 and 7, Township 3 Nonh, and Range 26 East, Seminole Coonty, Florida (Figure 3). <br />The p~ellies within the Lake Jesup Drainage Basin. As mitigation to offset 0.60:1:. acre of wetland <br />impact and 0.36:1: acre of surface water impact on the proposed roadway improvement corridor, the <br />applicant proposes to preserve and enhance 10: acres of forested wetlands. Enhancement activities <br />include the initial removal of nuisance and exotic plant species. The wetlands.will be maintained and <br />monitored for a period of five years to ensure successful removal of the nuisance and exotic plant <br />species. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />This particular mitigation parcel was selected following discus.ion. with the city, the project engineer, <br />and a field visit with representatives of the SJRWMO.
