She said the funding has been initially secured by FDOT and the City is <br /> <br />hoping that FDOT will provide 100% funding of the project. Ms. Wallace said that the CRA is funding the design of <br /> <br />the project. <br /> <br />In response to the Board's question, Ms. Wallace said she did not anticipate an increase in the design costs <br /> <br />due to the additional design work from Piney Ridge to US Highway 17-92. She estimated the plans would be <br /> <br />finalized in 4-6 weeks. <br /> <br />Mr. Daigle made a motion to approve the Concepts in Greenery invoice in the amount of $9,106 dated <br /> <br />March 31,2008. Mr. McGregor seconded the motion. The motion passed unanimously by voice vote. <br /> <br />Mr. McGregor made a motion to approve the CDM invoice in the amount of $44,162. Mr. Jones seconded <br /> <br />the motion. The motion passed unanimously by voice vote. <br /> <br />Mr. Jones requested scheduling consultants at the beginning of the meeting to reduce the consultant's <br /> <br />billable hours. A brief discussion ensued regarding the status of the purchase of 110 Quail Pond Circle. Ms. <br /> <br />Lipscomb said that the City Commission requested staff notify the adjacent property owners regarding the City's <br /> <br />intent to purchase 110 Quail Pond Circle. She said there was some opposition to the purchase of the property and <br /> <br />the City Commission did not support the purchase. <br /> <br />Mr. Newlon said that the Community Redevelopment Agency is dependent on the City Commission to <br /> <br />approve the CRA budget. He said there was no budget established for the purchase of the property; therefore, it <br /> <br />may prevent the Board from purchasing the property. <br /> <br />A general discussion ensued regarding the CRA and the City Commission being consistent with the vision <br /> <br />of the City. <br /> <br />Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. Casselberry said <br /> <br />he attended the City Commission meeting and the neighbors adjacent to 110 Quail Pond Circle spoke in opposition <br /> <br />to the purchase of the property. <br /> <br />Ms. Sandi Solomon, City Commissioner, said she voted in favor of the purchase of the property. She said <br /> <br />she felt it was part of the plan and in the long run it would be a good addition to the park area. <br />
