He said the trips being removed from the intersection from the commuter rail could be <br /> <br />quantified to show improvement to the level of service necessary for redevelopment. <br /> <br />Mr. Jones said the purpose of the CRA is to improve and attract businesses to Casselberry and to increase <br /> <br />the tax base in Casselberry. Mr. Jones said the CRA voted in favor of the flyover project based on the 2012 <br /> <br />construction time frame. He said the Board discussed discontinuing the PBS&J contract at the last CRA meeting due <br /> <br />to the uncertainty of the flyover project. He said the remaining funds on the PBS&J contract could be used for other <br /> <br />projects. Mr. Jones said several properties have been acquired for the flyover project which resulted in the loss of <br /> <br />several businesses in the City. <br /> <br />A general discussion ensued regarding the flyover project and the commuter rail project. Mr. Jones <br /> <br />questioned shelving the portion of the plans completed to this point and finalizing the plans at the time the funding is <br /> <br />available. Mr. Torres said Mr. Jones' plan makes sense; however, FDOT requires complete plans, specifications, <br /> <br />and contract documents at the front end of a project. <br /> <br />Ms. Lipscomb explained that cancelation of the PBS&J contract would incur additional charges to convert <br /> <br />the enhanced f1yover design plan back to the FDOT standard plan. Ms. Lipscomb said there are concurrency issues <br /> <br />with expediting projects in the next few years. <br /> <br />Ms. Lipscomb explained that the landscape and streetscape design has been completed for US Highway <br /> <br />17-92 from Piney Ridge to Seminola; however, the landscaping and streetscape design has not been discussed for <br /> <br />US Highway 17-92 from Piney Ridge to State Road 436 during the interim of the flyover project. Ms. Lipscomb was <br /> <br />concerned with the consistency of the landscaping along US Highway 17-92. Mr. Torres said that the City could <br /> <br />request funding from FDOT for landscaping improvements from Piney Ridge to State Road 436. <br /> <br />A general discussion ensued regarding development and concurrency issues. Mr. Paradise explained the <br /> <br />transportation concurrency exception area (TCEA) is based on the traffic flows and traffic requirements for the <br /> <br />projects that will occur. Mr. Paradise said he did not believe that the flyover project was included in the TeEA due to <br /> <br />the uncertainty of the project. <br /> <br />Ms. Lipscomb said regardless of the outcome of the flyover project the community should participate in the <br /> <br />mass transit project. In response to the Board's question, Mr. Torres estimated $5,000 to $6,000 to convert the <br />
