8. CONSENT AGENDA The action proposed to be taken is stated for each item on the Consent Agenda. Unless the item is removed from the Consent Agenda by a City Commission member, no discussion on individual items will occur and a single motion will approve all items. A. Special Invoice Report Approval of professional legal services rendered by the City Attorney for the month of May, 2008 in the amounts of $18,033.83 and $3,446.97 is requested. B. Resolution 08-1892 - Yankee Lake Alternative Water Supply Project Resolution of Support Approval of a resolution in support of Seminole County's Yankee Lake alternative water supply project is requested. C. Resolution 08-1893 - First Amendment to the Community Development Block Graut Agreement with Seminole County for Anchor Road Improvements Approval of the First Amendment to the Community Development Block Grant Agreement between the City of Casselberry and Seminole County for funding assistance for the proposed improvements to a portion of Anchor Road is requested. D. Resolution 08-1894 - Award of Bid/Agreement with LaRue Planning & Management Services, Inc. for Comprehensive Plan Amendments Approval of a contract for planning consultant services for comprehensive plan amendments is requested. E. Resolution 08-1895 - City Elected Officials E-Mail Policy Adoption and implementation of the City Elected Officials E-Mail Policy is requested. F. Resolution 08-1896 - Petition to Close, Vacate and Abandon a Portion of the Belle Avenue Right-of-Way Approval ofa petition to vacate and abandon a portion of the Belle Avenue right-of-way is requested. 9. PUBLIC HEARINGS The purpose of a Public Hearing is to receive input regarding the item being considered. Public Hearings are not intended to be a time for the public to obtain information about the subject matter of the hearing. (Hearing Sequence: 1st _ Staff; 2nd- ApplicantlRequesting Party; 3rd - Public; 4th - Opportunity for brief rebuttals, if appropriate; Final- City Commission motion, discussion and action.) A. Public Hearing: Resolution 08-1890 - Transportation Concurrency Exception Area (TCEA) Study (LP A 08-04) Approval of the Transportation Concurrency Exception Area (TCEA) Study to enable the City to seek a TCEA designation for the Community Redevelopment District, and a new future land use designation for the future land use element and the future land use map is requested. B. Public Hearing: First Reading of Ordinance 08-1240 - Comprehensive Plan Amendments "TCEA" and "Major Thoroughfare Mixed-Use" Approval to add a Transportation Concurrency Exception Area and a new future land use category ("Major Thoroughfare Mixed-Use") to the City of Casselberry's Comprehensive Plan is requested. C. Public Hearing: First Reading of Ordinance 08-1241 - Comprehensive Plan Future Land Use Map (FLUM) Amendments - Transportation Concurrency Exception Area "(TCEA) Overlay District" (LPA 08-07) and "Major Thoroughfare Mixed Use" FLUM Amendments (LP A 08-08) Approval of Ordinance 08-124] to add a "Transportation Concurrency Exception Area (rCEA) Overlay District" to the Future Land Use Map (FLUM) and to change the future land use (FLU) designation of several properties within the overlay district to "Major Thoroughfare Mixed-Use" is requested. D. Public Hearing: Variance Request BA 08-05 - Casselberry Square (Rice & Beans Club) Denial of Variance Request BA 08-05, allowing a variance from the 1,000 foot distance separation between bars/lounges, is requested.
