Consider this:

. If animated and electronic signs are allowed in the City, each property owner
along every roadway within the City will have the ability/right to erect a sign of
this nature (commercial and non-commercial speech)

. If the point in time that the message on a sign changes is not regulated (all sign
messages change at noon), then messages on signs will change at various
times.

. Close your eyes and imagine driving down US HWY 17-92 from Seminola Blvd
to SR 436 and envision the landscape of the roadway should electronic or
animated signs be used by every property owner.

. The City Commission is asked to consider the appropriate sign aesthetic for the
City of Casselberry.

. Several jurisdictions within and around Seminole County have decided that they
do not want this type of advertising and have taken action to ensure that
electronic and animated type signs are not displayed in their communities.
