Citizens' Comments <br /> <br />This is the time set aside for persons who wish to make comment or make inquiry on any matter <br />not on the Agenda. The following individuals came forward: <br /> <br />1. John Casselberry, 700 S. Lost Lake Lane, Casselberry, Florida, addressed the <br />Commission regarding his concerns with the Seminole County/City of Casselberry Joint Planning <br />Agreement. <br /> <br />2. Jerrell A. White, 1120 Lancelot Way, Casselberry, Florida, a Licensed Contractor in the <br />City, addressed the Commission expressing his displeasure regarding a code violation he had <br />received for ladder racks on his work van. <br /> <br />3. Andy Gaba, 111 Lemon Lane, Casselberry, Florida, addressed the Commission stating <br />his opposition to the parking ordinance and the regulations prohibiting ladder racks on work <br />vehicles. <br /> <br />4. Sandra Campbell, 902 Lake Triplet Drive, Casselberry, Florida, complained to the <br />Commission that the City Parks were not provided with vending machines or water fountains. <br />She was in the vending machine business and offered her services in this regard. <br /> <br />5. Craig Tull, 420 Ranch Trail, Casselberry, Florida, addressed the Commission regarding <br />the parking ordinances, especially the prohibition of ladder racks and the negative impact this <br />ordinance has on the working class citizens of Casselberry. <br /> <br />6. Matt Myre, 624 Kendall Way, Casselberry, Florida, addressed the Commission regarding <br />signs and the citation he received for his "air puppet" in front of his business. He also expressed <br />concern that the Casselberry Police Department did not offer police escorts for funerals. <br /> <br />8. Consent Agenda <br /> <br />Consent Agenda items are presented as one item. There is no discussion on individual items <br />unless removed from the Consent Agenda by a City Commissioner and a single motion will <br />approve all items. <br /> <br />A. Departmental Restructuring - Changes to the F.Y. 2008 Budget includes deletion of <br />the Parks and Recreation Director position and add Parks and Recreation Manager; deletes <br />Facilities Supervisor and adds Code Enforcement Supervisor; reduces pay grade of an <br />Accountant; changes Economic Development Coordinator title to Economic Development <br />Director with an increase in pay grade from $65,091 - $109486. <br /> <br />B. Resolution 08-1866 - ICMA Retirement Corporation Governmental Money Purchase <br />and Deferred Compensation Plans - This is a request to transfer both plans from <br />Nationwide to ICMA Retirement Plan. <br /> <br />"A resolution establishing an ICMA-RC Money Purchau Retirement Plan and Deferred <br />Compensation Plan for employees of the City of Casselberry; providingfor the Vantage Trust <br />
