INTRODUCTION

The Casselberry City Commission held a Commission Retreat on February 16,2008.
Ms. Marilyn Crotty, Director of the Florida Institute of Government at the University of
Central Florida facilitated the session.

Randy Newlon, Finance Director, presented a report on the financial outlook for the city
that reflected budgetary information, expenditures, property values, property taxes, and
fund balances for the past five years. He also shared information concerning the impact
of recent legislation on millage rates. The Mayor and Commissioners established some
budget parameters for staff to use in creating the budget for FY 08-09.

Ed Torres, Public Works Director, updated the group on the status of various projects in
the city. The workshop continued with a presentation by Matt Fortini, Administrative
Services Director, and Gerald Paradise, Community Development Director, on
annexation issues and the potential for joint planning agreements with the County. They
concluded with information on the potential development of a civic center for the city.

During the remainder ofthe workshop, the elected officials reviewed the goals,
objectives, and priorities they had agreed upon last year. A revised list of Tier One and
Tier Two priorities was approved for FY 08-09.

This report is a summary of the conclusions reached during the workshop.
