RESOLUTION 08-1856

"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, AUTHORIZING THE
EXECUTION OF A PROPOSAL BETWEEN MCLANE EXCAVATING COMPANY AND
THE CITY OF CASSELBERRY FOR ADDITIONAL HOURS REQUIRED FOR THE
HARVESTING OF AQUATIC WEEDS IN MIDDLE LAKE TRIPLET AND THE RELATED
BUDGET TRANSFER; PROVIDING FOR CONFLICTS, SEVERABILITY, AND
EFFECTIVE DATE."

WHEREAS, the City of Casselberry's updated Stormwater, Lakes Management and Water
Quality Master Plan recommends increased frequency and extent of harvesting for aquatic plant
control; and

WHEREAS, Middle Lake Triplet contains a significant encroachment of cattails and
spatterdock for which Public Works staff has determined harvesting, combined with regular
herbicide control, is the preferred means to effectively rectify the problem; and

WHEREAS, at its November 26, 2007 meeting, the City Commission approved of an
agreement with McLane Excavating Company for the excavation and harvesting of the nuisance
aquatic plant life on Middle Lake Triplet; and

WHEREAS, the original proposed 220-hour allocation for the work has been exhausted
due to the unexpected density and hardness of the cattail stands; and

WHEREAS, for the remaining cattails and spatterdock in Middle Lake Triplet, McLane
Excavating Company submitted a proposal for an additional 250 hours (not to exceed $27,500) for
the completion of said work; and

WHEREAS, McLane Excavating Company has been competitively bid with Seminole
County and has performed similar services for the City; and

and

WHEREAS, a budget transfer is needed to cover the costs associated with this project;

WHEREAS, Public Works staff has reviewed the proposal submitted by McLane
Excavating Company and has found it to be responsible and adequate to meet the project
requirements of the City.

NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
CASSELBERRY, FLORIDA, AS FOLLOWS:

SECTION I. The City Commission of the City of Casselberry hereby approves the
proposal with McLane Excavating Company, attached as "Exhibit A", and the related budget
transfer and authorizes the Mayor to execute said document on behalf of the City.

SECTION II.
