<br />CHAPTER III, PERFORMANCE CRITERIA, IN ITS ENTIRETY AND
<br />SUBSTITUTING NEW SUBSECTION 6 TO BE KNOWN AS THE
<br />"EXTERIOR LIGHTING ORDINANCE"; TO ESTABLISH REGULATIONS
<br />AND GUIDELINES FOR EXTERIOR LIGHTING, AND PROVIDING FOR
<br />GENERAL PROVISIONS, DEFINITIONS, CRITERIA, NOTIFICATION, AND
<br />PENALTIES; AMENDING SUBSECTION D, GLARE AND LIGHTING

<br />SPECIFIC DEVELOPMENT PROCEDURES, TO REFERENCE
<br />PHOTOMETRIC PLAN GUIDELINES; AMENDING SUBSECTION V (20),
<br />STREET LIGHTING, OF SECTION 4-19.2, REQUIRED IMPROVEMENTS
<br />AND DESIGN CRITERIA, OF ARTICLE XIX, SUBDIVISION, OF CHAPTER
<br />IV, SPECIFIC DEVELOPMENT PROCEDURES, TO REFERENCE
<br />PHOTOMETRIC GUIDELINES AND LIGHT POLE LOCATION;

<br />WHEREAS, unnecessary and improperly designed light fixtures cause glare, light pollution, over-
<br />
<br />lighting of business sites, and wasted resources; and,
<br />
<br />WHEREAS, glare and light pollution can result in: hazardous vehicular circulation conditions for all
<br />
<br />modes of transportation; light trespass; unattractive townscape; and the diminished ability to view the night sky,
<br />
