City Commission
March 20, 1995
Page 6

Commissioner Henson said the pending widening of Seminola Boulevard would greatly
affect the outlook of businesses; it is a market driven area that has long since outlived its
usefulness as residential; area should be zoned commercial. He stated that he would be
voting in opposition to the moratorium, but was in favor of the study which should be
conducted to coincide with the construction phase of the Seminola road widening and
completed prior to the completion date.

Mayor Pronovost said he voted in opposition to this ordinance on first reading. He was
opposed to moratoriums per se because of limits they create, but to ensure that the area is
utilized to its best use, the study needs to be conducted regardless of whether or not the
moratorium is passed.

MOTION: Commissioner Robertson moved to deny the
moratorium and that the study be accomplished
when the Seminola Boulevard Road Widening
Proj ect is three quarters finished.

Motion died for lack of second.

MOTION: Commissioner McMullen moved to deny Ordinance
95-821, Rezoning Moratorium/Seminola Boulevard
to Lake Drive. Seconded by Commissioner
Robertson. Motion carried 3 - 2 on roll call vote.

Commissioner Sheppard and Mayor Pronovost
dissenting.

The issue of the Traffic Study will be brought back after the Board of County
Commissioners awards the bid for widening of Seminola Boulevard.

Mayor Pronovost closed the Public Hearings and called for a 10-minute Recess.

AUDIENCE PARTICIPATION

Mayor Pronovost asked if there was anyone in the audience that wished to address the
Commission on any matter or any item scheduled on the Agenda. No one came forward.
