Determination of "controlled by or dependent or( IS <br />based on criteria and disclosure requlremems of Governmental Accounting Standards Board Statement <br />Number 14 Defining the Reporting Entity The criteria deal with the selection of governing authority, <br />designation of management. and ability to significantly influence operations and accountability for fiscal <br />matters. Based on these critena. the various lunds shown in the Table of Contents are included In lhis <br />report. This report, together with the accounlrng and budgeting syslems. have been desIgned to conform <br />10 the standards set forth by the Governmental Accounting Standards Board and the AmErican Institute 01 <br />Certified Public Accountants, Fund structure has also been designed to comply with the legal <br />requirements 01 the various revenue bond covenants and resolutions. <br /> <br />MAJOR tNITIATIVES <br /> <br />During fiscal year 2006, several Significant actions occurred within the City that \".,illlmpact the comniunlty <br />gOing IOr\.lJard. Items of interest are highlighted below <br /> <br />Design and development o! a City Center was an Important priority in 2006 and that importance <br />continued into 2007 and has all indications 01 continuing Into 2008 The community 01 Casselberry <br />has long desired a recognized City or '.Town Center" that prOVides a focal point for residents, viSitors <br />and travelers along S.H. 17/92 and S.H 436, the two major lhorougtifares traversing Casselberry. In <br />2004, the City purchased 14.7 acres along 17/92 at its intersection With Triplet Lake Drive and <br />Immediately north of the City Hall site The deSire has been to parlner With the private sector to <br />develop this properly into a Town Cenier. broadly using a "new urbanism" theme <br /> <br />During 2005, the City purchased the Concord Center. a 2-acre parcel on the western shomline oi <br />Lake Concord, abutting 17/92. The City anticipates parlnerlng with the private sector 10 deveiop thiS <br />property and do so within the context of a park setting around lhe westErn and southern shoreline of <br />Lake Concord. This park setting is commonly relerred to as "Anrllversary Park" and it Includes <br />passive use of the shoreline and Lake and includes a highly visible water lountaln, <br /> <br />Because it's an important entry point into the antiCipated ""1own Center" the City has re-designed the <br />alignment of Triple Lake Drive and Melody Drive as IhesE intersect 17/92 and then terminate !nto the <br />Target department store property west 01 17/92. Thls IS important to create an inViting ingress and <br />egress to the Town Center as well as Anniversary Park immediately to the north and adJacent to the <br />City Hall compiex. Following completion of design and procurement bidding. a construction contract <br />Jor these improvements was awarded in the fIrst quarter of 2007_ <br /> <br />10 facilitate growth (both through annexations and greater density) and provide reliable water and <br />sewer services to the City's customer base. Casselberry Utilities replaced secllons of its aging <br />collection (sewer) and distribution (water) system and its water pumping lacility. It also constructed a <br />250.000 gallon ground storage tank for potable wafer and Installed high ser/ice booster pumps at the <br />HunterlieJd Well site.
