<br />EXHIBIT "B" <br /> <br />POLICIES AND STANDARDS <br />REGARDING THE CITY'S NEWSLETTER <br /> <br />The newsletter is a non-public forum and a communication mechanism to reach citizens and <br />businesses regarding governmental matters which have an impact on them. When helpful to <br />citizens and businesses, information will appear from time to time regarding the public schools <br />in the City and the County Government. No editorial articles or letters by citizens or businesses <br />will be published or accepted. Citizens and businesses wishing to express their views and <br />concerns may contact City staff or elected officials, and phone numbers and e-mail addresses of <br />staff and officials are readily available to the public for that purpose. The newsletter will be <br />printed, copies and distributed by Special Editions, Inc., a private company. <br /> <br />Articles <br /> <br />Articles appearing in the City's newsletter will be submitted to the City Manager for review from <br />the various City departments and local schools. In the process of reviewing articles before <br />publication, the City Manager or designee will insure that the articles satisfy the City's purpose <br />of providing information to the public. <br /> <br />Advertisements <br /> <br />To defray the costs of printing and mailing, Special Editions will seek advertisements for the <br />newsletter from commercial businesses in the City and in the surrounding areas. Special <br />Editions will review all ads to determine suitability for publication. Proposed ads from <br />commercial businesses will be accepted on a first-come, first-served basis. <br /> <br />Ads from non-profit associations, political candidates, or groups or individuals expressing <br />viewpoints relating to public or political issues will not be accepted by Special Editions. When a <br />commercial business submits a proposed ad with information which may hamper the primary <br />function of the newsletter of providing information related to various departments within the <br />City government, Special Editions will review the ad to ensure the content is suitable, and may <br />seek advice from the City Manager or designee. The City Manager may in turn ask the City <br />Commission to determine whether the ad adheres to the standards of the newsletter. <br /> <br />Refection of Articles or Advertisements <br /> <br />When the City and/or Special Editions receives any article or advertisement which does not <br />comply with these non-public forum standards set for the newsletter, the City and/or Special <br />Editions will notify the writer of the article or the business/person seeking the advertisement that <br />the article or ad cannot be published based on this policy. <br /> <br />7 <br />
