Resolution 94-822 (Attached) <br /> <br />Suggestion: Review alternative samples of Board operational/meeting policies. <br /> <br />Reason: The City does not follow a single standard (i.e., Roberts Rules, etc.). It may make <br />sense to frnd an acceptable altemative and adopt a standard. <br /> <br />2. Agenda Fonnat Alternative Approach (Attachments) <br /> <br />Suggestion: Attached is "an" alternative to the CUITent agenda format. It is offered for <br />consideration. <br /> <br />Reason: Currently, old and new business falls under the category of regular business. Other <br />items might also be handled at differing points in the meeting to allow items requiring little <br />discussion to be dealt with more routinely. <br /> <br />3. Action to Read Ordinances and Resolutions <br /> <br />Suggestion: A single motion to approve and read by title only any ordinance or resolution <br />presented to the Board with an appropdate second could expedite Board discussion/action. <br /> <br />Reason: Now, a separate motion/second to read an ordinance/or resolution is voted upon. <br />111en the Board discusses the issue. After discussion, a motion to approve with second is <br />then voted upon. Usually, meeting procedures/guidelines require a motion to be on the floor <br />(moved for adoption) prior to it being discussed. <br /> <br />4. Committee/Board Appointment Policies <br /> <br />Issue: How appointments are made and voted upon. <br /> <br />Current Practice: Nominations are presented to the full Board and voted upon. Nominees <br />receiving a majority vote are duly appointed. <br /> <br />Option: Mayor Goffhas proposed to establish the individualdght of each City <br />Commissioner to nominate an appointee to each of the vmious volunteer boards. Those <br />appointments would then be ratified by the entire Commission. <br /> <br />5. Other Procedure/Policy Issues <br />(Discussion) <br /> <br />IV.
