I. INTRODUCTION <br /> <br /> This Urban Services Plan for the Lake Howell Arms Condominiums annexation proposal has <br />been prepared pursuant to the requirements established for annexations found in Florida Statutes, <br />Chapter 171.042. The documentation for this information was obtained from City departments who <br />provide municipal services, City departments involved in reviewing development and fiscal impacts <br />for the city, and applicable City records. <br /> <br />II. APPLICABILITY <br /> <br /> This annexation proposal is consistent with the provisions of Section 5, Article II of the <br />Charter of the City of Casselberry, Florida. <br /> <br />III. STATEMENT OF CERTIFICATION <br /> <br /> Pursuant to Chapter 171.043, F.S., the area proposed for annexation meets the following <br />specific criteria: <br /> <br />1. The area to be annexed is a) contiguous to the municipal boundary, b) a well-defined and <br />compact area, and c) is not included within the boundary of any other municipality. <br /> <br />2. All of the area included in the annexation is developed for urban purposes as characterized <br />by the following pattern of existing urban development: <br /> <br />® The area has an estimated population equal to or greater than two persons for each <br />acre of land included within the area to be annexed <br /> <br />IV. MAJOR MUNICIPAL SERVICES <br /> <br />General Government Services <br />1. Fire Protection/EMS Service - The City of Casselberry currently provides fire <br /> protection and Emergency Medical Service support throughout the <br /> community. The most recent statistics indicate that this service has an average <br /> city-wide response time of approximately 4 minutes. The area to be annexed <br /> is located in an area presently served by the City, is located in closer proximity <br /> than are some other areas of the City to existing facilities, and would not <br /> result in any appreciable change in the city-wide service level. The annexation <br /> area would be subject to the same level of service currently being provided <br /> other areas. <br /> <br />Police Protection Service - The City of Casselberry currently provides police <br />protection throughout the community. City officers are on regular patrol in <br />the area but do not drive through the complex or respond to calls there. Since <br />the Lake Howell Arms Condominium complex borders on three of the City's <br />patrol zones (e.g., zones 3,4 and 5) the City can provide excellem response <br /> <br />-1- <br /> <br /> <br />
