Clifton, Jr. <br />City Manager <br /> <br />May 10, 2004 <br /> <br />San Pedro Annexation Referendum <br /> <br />Attached is a copy of a May l0th newspaper stow relative to the annexation proposed in <br />Ord'mance 04-1130. Also enclosed is a copy of a letter fi:om Dan Fischer, D/rector of Planning <br />and Development for Seminole County, requesting a delay in your action. <br /> <br />It is suggested that the City Commission vote to move Ordinance 04-1130 forward to its second <br />reading. City staff believes the proposed annexation to be allowable within the parameters of <br />Florida Statutes. During the time between first and second readings, City and County staffs can <br />further discuss the County's concmms. Since the largest portion of the San Pedro annexation <br />involves undeveloped land and there are only a few residential units involved, there can be <br />substantial impact upon County services or facilities. Additionally, the properties owned by the <br />Catholic Diocese of Orlando are, for the most part, tax exempt. Therefore, little or no significant <br />revenue implications upon County services or facilities should be forthcoming. <br /> <br />It is my recommendation that you vote affirmatively on the first reading of Ordinance 04-1130. <br />If County staff can offer some evidence of error in our efforts, we will advise you appropriately. <br />This issue is to be decided by referendum. Delays in moving the ordinance forward would move <br />any opportunity to hold a referendum until late in 2004 or early in 2005.
