RESOLUTION 10-2116 <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, AUTHORIZING THE EXECUTION <br />OF AN AGREEMENT BETWEEN THE CITY OF CASSELBERRY AND GOVERNMENT SERVICES <br />GROUP, INC. (GSG) FOR ANNUAL STREET LIGHTING ASSESSMENT SERVICES; PROVIDING <br />FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." <br />WHEREAS, in July 2007 the City Commission approved the hiring of GSG to conduct the necessary study and <br />analyses for the City to potentially utilize a non -ad valorem special assessment for the funding of street lighting within the <br />corporate limits of the City of Casselberry; and <br />WHEREAS, on September- 14, 2009, based on the findings presented by GSG the City Commission approved of <br />the annual street lighting special assessment for all of its residential and commercial customers; and <br />WHEREAS, Ordinance 09-1301, Master Capital Project and Service Assessment, requires the City to make <br />preparations each year for which it anticipates to propose the annual street lighting assessment; and <br />WHEREAS, said preparation includes the adoption of an annual rate resolution, preparing the tax roll (initial and <br />final), and making necessary corrections to the tax roll prior to the submission deadline of September 15 to the Seminole <br />County Tax Collector's Office; and <br />WHEREAS, GSG has submitted an agreement (for an amount of $12,500) for the planning, organization, and <br />submittal of all pertinent documentation pertaining to the annual street lighting assessment for the upcoming budget year, in <br />accordance with Florida Statutes; and <br />WHEREAS, City staff have reviewed the agreement submitted by GSG and found it to be adequate to meet the <br />needs of the City. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF <br />CASSELBERRY, FLORIDA, AS FOLLOWS: <br />SECTION I. The City Commission of the City of Casselberry hereby approves the agreement with GSG, attached <br />as Exhibit "A", and authorizes the Mayor to execute said document(s) on behalf of the City. <br />SECTION II. Conflicts. All Resolutions or parts of Resolutions in conflict with any of the provisions of this <br />Resolution are hereby repealed. <br />SECTION III. Severability. If any Section or portion of a Section of this Resolution proves to be invalid, <br />unlawful, or unconstitutional, it shall not be held to invalidate or impair the validity, force, or effect of any other Section or <br />part of this Resolution. <br />SECTION IV.
