RESOLUTION 20-3162 <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF <br />CASSELBERRY, FLORIDA, PERTAINING TO THE CITY'S <br />DECLARATION OF EMERGENCY; TEMPORARILY ALLOWING AN <br />ADDITIONAL BANNER AND A -FRAME SIGN IN CERTAIN ZONING <br />DISTRICTS; PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN <br />EFFECTIVE DATE. <br />WHEREAS, on March 23, 2020, by Resolution 20-3156, the City Commission of the City <br />of Casselberry (City) issued a local Declaration of Emergency within the City of Casselberry <br />regarding COVID-19 ("Declaration") following declarations of emergency issued respectively by <br />the President of United States, Governor Ron DeSantis and Seminole County, and said Declaration <br />remains in full force and effect until the expiration of the Governor's Declaration of Emergency, <br />Executive Order 20-52 (plus any extensions); and <br />WHEREAS, on March 16, 2020, the Center for Disease Control and Prevention ("CDC") <br />issued the "15 Days to Slow the Spread" guidance advising individuals to adopt far-reaching social <br />distancing measures, such as avoiding gatherings of more than 10 people, and bars, restaurants, food <br />courts, gyms and other indoor and outdoor venues where groups of people congregate should be <br />closed; and <br />WHEREAS, in furtherance of the President's and the CDC's guidance and the guidance of <br />the State Surgeon General, Governor DeSantis has issued several Executive Orders to -date that <br />restrict the operations of various businesses in order to implement and comply with social <br />distancing guidelines; and <br />WHEREAS, businesses around the country, including those in the City of Casselberry, that <br />are still permitted to operate have been forced to adapt to these social distancing guidelines and <br />orders, and are implementing creative operational changes to attract and service customers during <br />the emergency period; and <br />WHEREAS, on April 16, 2020, the President of the United States released Guidelines for <br />Opening up America to help state and local officials when reopening their economies due to the <br />sustained downward trajectory of influenza -like illnesses in gradual phases slowly easing the <br />business impacts COVID-19 mitigation while adhering to physical distancing and sanitation <br />protocols; and <br />WHEREAS, Florida Governor Ron DeSantis has convened his Re -Open Florida Task <br />Force to consider the President's Guidelines and to make recommendations on how to best re -open <br />the State of Florida and Governor DeSantis is expected to release direction and guidance to local <br />governments soon after; and <br />
