RESOLUTION 20-3146 <br />A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, <br />ADOPTING THE CITY OF CASSELBERRY OIL AND GREASE <br />MANAGEMENT ASSISTANCE AND INCENTIVE PROGRAM; <br />PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE <br />DATE. <br />WHEREAS, the City of Casselberry (City) recognizes that the discharge of fats, oils, and grease <br />(FOG) in the sanitary sewer system are a significant cause of sewer blockages that result in sanitary sewer <br />overflows; and <br />WHEREAS, the reduction of FOG in the sewer system helps prevent sanitary sewer overflows, <br />reduces system repair and maintenance costs, and achieves compliance with Federal and State <br />regulations to prevent overflows; and <br />WHEREAS, the City of Casselberry is committed to the protection of the natural environment by <br />ensuring compliance with regulations related to the collection and transmission of wastewater; and <br />WHEREAS, the City Commission has adopted updates to its Oil and Grease Management <br />Program via Ordinance 19-1916, enabling stronger regulatory controls over restaurants and food service <br />establishments connected to the City of Casselberry sanitary sewer system; and <br />WHEREAS, the City is engaged in the research and development of an economic development <br />strategic plan and comprehensive plan element, upon which creating assistance and Inc., Live programs <br />are essential strategies thereof; and <br />WHEREAS, the City of Casselberry recognizes the potential cost burden these updated regulatory <br />controls can have on the ability of existing food service establishments and new restaurants to conduct <br />business in the City of Casselberry; and <br />WHEREAS, the City of Casselberry is committed to improving the economic environment <br />necessary to support food service establishments and restaurants; and <br />WHEREAS, the City has developed a coordinated program through the Economic Development <br />Division, Public Works Department, Finance Department, and City Manager's Office to offer financial <br />assistance to food service establishments connected to the City of Casselberry sanitary sewer system and <br />a financial incentive to new restaurants (excluding drive-thru establishments) located within the corporate <br />limits of the City of Casselberry; and <br />WHEREAS, funds for the 0!I and Grease Management Assistance and Incentive Program must be <br />approved by the City Commission for each fiscal year and budgeted accordingly; and <br />WHEREAS, the Economic Development Division, in coordination with the Public Work's Utility <br />Manager, will review and approve applications annually on a first come, first served basis; and <br />WHEREAS, the City Commission finds that the Oil and Grease Management Assistance and <br />Incentive Program is in the best interest of the City and the public. <br />
