Century Retail was selected as the developer of first choice during a joint
meeting between the City Commission and the City’s Redevelopment Agency (CRA).

A steering committee evaluated potential developers for the City Center and submitted its findings at
the joint meeting. In three separate procedural votes, the matter received unanimous approval to move
forward. The next step calls for negotiations to formalize a development agreement between the City
and Century Retail. Negotiations could also commence with the number two selection, the Rey Group,
if a satisfactory agreement with Century Retail cannot be reached.

In other economic development news, the Commission announced two public hearings to be held next
month regarding the Seminole Economic Enhancement District (SEED) along U.S. Highway 17-92.
The program will target areas that are in need of redevelopment. The public hearings are set for
February 11 and February 25, 2008 before the Casselberry City Commission.

And, Commissioner Colleen Hufford was recognized by the Casselberry City Commission for her
participation in an intensive, two day training program for elected officials. The course, the Advanced
Institute for Elected Officials, was held last October. It was sponsored by the Florida League of Cities
and the John Scott Dailey Institute of Government.

The 16-hour course trains elected officials in decision making, advanced revenues and finances,
understanding growth management in Florida’s cities, personnel and labor issues, as well as media
relations. Commissioner Hufford also serves as vice mayor for the City of Casselberry.

###
